Position Description
  • Senior PM has full responsibility to manage and oversee all aspects of the most complex IT projects to deliver an IT product, service or system. This includes but is not limited to managing both external and internal IT project teams, and interacting with department heads, agency secretaries at the user agency, State control agencies, and individuals of similar status and capacity in the private sector.
  • The Senior PM determines appropriate products or services with clients or customers to define project scope, requirements and deliverables; develops, modifies or provides input to project plans; implements project plans to meet objectives; coordinates and integrates project activities; manages, leads or administers project resources; monitors project activities and resources to mitigate risk; implements or maintains quality assurance processes; makes improvements, solves problems or takes corrective action when problems arise; gives presentations or briefings on all aspects of the project; participates in phase, milestone and final project reviews; identifies project documentation requirements or procedures; and develops and implements project schedules and release plans.
  • The Senior PM; designs or conducts analytical studies, feasibility studies, cost-benefit analyses or other research; evaluates, monitors or ensures compliance with laws, regulations, policies, standards or procedures; identifies standards or requirements for change management; participates in change control (for example, reviewing change requests); implements information systems security plans and procedures; and ensures appropriate product-related training and documentation are developed and made available to customers.

Skills Preferred
  • Proficient in overseeing the planning, migration, and testing phases of ERP upgrades. Demonstrated ability to conduct expert analysis on risks and develop effective recommendation strategies. Proficient in identifying risks and collaborating with stakeholders to formulate comprehensive risk management plans encompassing risk assessment, response strategies, and ongoing monitoring. Exceptional proficiency in stakeholder communication regarding ERP project schedules, delays, and modifications. Skilled in leading organizational change initiatives to facilitate the gradual adoption of new systems across the organization.
  • Proficient in coordinating teams to review and offer constructive feedback on project artifacts and deliverables provided by vendors. Expertise in collaborating with internal stakeholders to ensure alignment of migration outcomes with stakeholder expectations. Proficient in developing and delivering regular status reports. Effective collaboration with customer Technical Project Manager to improve internal processes and communication, as well as streamline interactions with vendors. Proficient in consistently monitoring program activities to initiate and drive continuous improvement efforts aligned with the program evaluation framework. Demonstrated proficiency in developing and maintaining stakeholder relationships, effectively communicating project updates, and skillfully managing expectations to ensure stakeholder satisfaction.
  • Proficient in establishing quality control processes, conducting regular quality audits, and collaborating with stakeholders to develop corrective actions as needed. Skilled in developing comprehensive change management plans encompassing stakeholder engagement, communication strategies, and training to ensure end-user readiness for new system implementations. Proficient in managing changes to project scope, schedule, and budget, while effectively communicating with stakeholders to ensure they are informed of any changes. Strong executive presence, leadership and communication skills. Ability to manage multiple projects and prioritize tasks effectively. Knowledge of project management tools and software. Proficient at managing cross-functional teams. Strong analytical and problem-solving skills. Strong attention to detail. Ability to work independently and in a team environment. Ability to work under pressure and manage tight deadlines.
Experience Required
  • This classification requires a minimum of seven (7) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT project.

Experience Preferred
  • 10+ years of experience in large scale, complex IT projects including experience managing ERP implementations. 5+ years of experience managing agile IT projects.
  • 5+ years of experience in large scale enterprise applications using the following technologies: cloud infrastructure (such as Azure, AWS), application development and deployment (web technologies, containers), SQL databases (such as Oracle or SQL Server), cloud security and networking. 5+ years of project management experience.
Education Required
  • This classification requires the possession of (a) a bachelor's degree, and (b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified during the RFO process. Additional qualifying experience may be substituted for the required education on a year-for-year basis. The PMP certification is required and may not be substituted with additional experience.
Education Preferred
  • Bachelor's degree in business administration, Computer Science, or related field. PMP, Scaled Agile (SAFe) certification or equivalent project management certification preferred.
