Job Description

Summary: Plan, develop, organize, implement, direct and evaluate the organization’s human resource function and performance.  Manage the development and administration of personnel activities, programs, policies and procedures.  Coordinate recruitment, retention, employee relations, worker’s compensation, affirmative action, and FAA drug & alcohol program compliance.  Manage 401K program and compliance.  Prepare and maintain employee handbook and procedures manual.  Manage and design employee development and performance/quality improvement (PMQI) plans and reporting procedures.  Administer corporate and compensation programs.  Represent the company at external events (SHRM, TeCMen, Manufacturer’s Council, and job/career fairs, others as needed)

 

Essential Duties and Responsibilities include the following.  Other duties may be assigned.

Recruitment and Selection:

Coordinate recruitment efforts.  Serve as a local recruiter for all levels of employees.  Direct the efforts of employment agencies and search firms, including negotiating and controlling employment related fees.  Utilize grants as available, prepare/ complete required forms and documentation.  Schedule and attend job/career fairs.  Use social media, jobs boards, internet sourcing and other technical means to source candidates.  Screen applicants, interview candidates, process verbal and written job offers.  Arrange travel and lodging for applicants, if necessary.  Conduct reference and background checks.  Write/maintain job descriptions.  Provide new hire orientation, training and onboarding.  Ensure proper maintenance of physical and electronic employment-related records and mandatory employment-related postings; ensure compliance with all applicable state and federal laws and statutes.  Perform internal data audits as necessary.

Employee Development:

Plan, direct, or coordinate the training and development activities of organization.  Work with staff and individual employees in all departments to assess and address organization-wide and department specific training needs and quality improvement. Ensure employees are provided with appropriate and relevant training and learning opportunities to maximize their effectiveness and long-term potential.   Works with educational institutions and training providers for training solutions.  Develop apprenticeship programs, career ladders, internships and other developmental programs to enhance employee qualifications for promotional opportunities, career advancement, and job enrichment.  Engage in career pathing for employees and succession planning for key leadership roles.   Conduct follow up studies of all completed training to evaluate and measure results.

Performance Management / Quality Improvement (PMQI)

Establish a continuous performance and quality improvement effort and monitoring and reporting system.   Develop and implement an Individual Employee Development Plan program. Facilitate the effective linking of the performance management system to the merit pay system and employee development opportunity.  Coordinate employee soft skills and supervisory training.  Assist with job classification activities to include job description development/maintenance and job grading.  Ensure that all employees have completed a goal setting plan.  Revisit employee goals with employee each quarter to monitor effectiveness and to modify goals as needed.

Benefits:

Administer for multiple employee benefit programs including group health, dental, vision, life, AD&D, short-term disability, long-term disability; supplemental group insurances such as, accident, cancer and critical illness; flexible spending and health reimbursement accounts.  Manage benefit orientation (enrollment, claims processing, changes, and COBRA).  Calculate the monthly premium statements for all insurance policies relative to premiums, claims, and costs and resolve administrative problems with the carrier representative.  Process and administer all leave of absence request, disability paperwork: medical, personal, disability, FMLA.  Coordinate the company 401k program including notification when employee reaches one-year anniversary to obtaining their written acknowledgement of the opportunity to enroll, update information on 401k database, process distributions, and respond to inquiries.  Administer the tuition reimbursement, shirts, boots, and safety glasses program.

Employment Law: 

Maintain compliance and reporting responsibilities with federal and state regulations concerning employment such as:  affirmative action program; file EEO-1 report annually, maintain other records, reports, and logs to conform to EEO regulations.   Maintain ERISA compliance, complete and submit Form 5500 as 401k administrator; coordinate and assist in annual 401k compliance audit, submit annual report to the DOL.  Effectively interpret FMLA and ADA implications as they relate to leave of absences/disabilities.  Represent management in investigating internal employee complaints, harassment allegations, and civil rights complaints. Prepare and represent company in routine unemployment claim proceedings.  Comply and process child support and garnishment withholdings.  Report annually to Florida bureau of unclaimed property.
