Job SummaryThis position is eligible for hybrid telework. Employees living within 50 miles of the primary work location will be required to work in the office at least 50% of the time each month. The Minnesota Dual-Training Pipeline Program exists to develop and enhance Minnesota's skilled workforce by expanding employment-based training programs, through industry-based, employer-driven dual training experiences. Pipeline currently supports the industries of advanced manufacturing, agriculture, child care, health care services, information technology, transportation and the legal cannabis industry. Responsibilities will include:
- Performing high-touch outreach to employer and industry representatives to support dual-training program development in key industries;
- Presenting to groups in-person and on-line to share information about employment-based training;
- Researching and developing new occupation competency models;
- Creating tools to develop and track earn-and-learn opportunities for employers and dual trainees;
- Providing consultative services and project management for the Minnesota Dual-Training Pipeline program;
- Supporting the creation of handouts, reports and materials that support stakeholders who work with Minnesota Dual-Training Pipeline;
- Supporting the goals and objectives for the Minnesota Dual-Training Pipeline Program; and
Performing other duties as assigned.
Minimum Qualifications
- Two (2) years' experience* conducting outreach efforts and relationship building related to employment-based outreach programs, employer training programs, career exploration, career readiness programs, workforce development programs; and/or business-to-business sales and/or development.
- Proficiency with computer skills for collecting, tracking, managing and disseminating data; and for preparing reports and presentations.
- Written and verbal communication skills sufficient for public speaking, group facilitation or presentation experience with groups of varying size and diverse levels of technical knowledge.
- Analytical skills sufficient to perform research on a variety of labor market-related topics.
- Demonstrated ability to develop and implement a project.
- Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
- Bachelor's degree, completion of a registered apprenticeship, or comparable formal education in Liberal Arts or field of study relevant to Pipeline's industries may substitute for one (1) year of experience; Associates degree may substitute for six months of experience.
- Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
- Demonstrated knowledge of the Minnesota Department of Labor and Industry's employment-based training programs, especially the Minnesota Dual-Training Pipeline Program.
- Experience working with individuals at all levels of authority in industry, higher education, labor, and government.
- Experience working in the workforce development field or related field.
- Experience working with employers and/ or human resources professionals.
