Job Purpose
The Pharmacy Compliance and Data Analyst is responsible for ensuring compliance, oversight, and optimization of Heartland Community Health Center's 340B Program. This role blends program coordination with healthcare data analysis, leveraging data to monitor compliance, measure program effectiveness, forecast trends, and support decision-making. The Analyst will collaborate with Pharmacy, IT, Quality, and Finance departments to ensure accurate reporting, cost savings, and regulatory compliance under HRSA's Office of Pharmacy Affairs.
Duties and Responsibilities
Program Oversight & Compliance
- Provide ongoing training, education, and communication to staff regarding 340B Program compliance.
- Ensure continuous compliance with HRSA's 340B regulations and guidance.
- Conduct and document 340B program self-audits; coordinate remediation of findings.
- Maintain documentation and audit trails across all areas of 340B program responsibility.
- Review and monitor all points of service where 340B participation occurs to ensure compliance with policies, procedures, and eligibility requirements.
- Oversee 340B TPA vendors and support vendor selection and maintenance.
Data Collection & Management
- Collect, validate, and organize pharmacy utilization data from EMR systems, pharmacy management systems, pharmacy adherence and Medication Therapy Management (MTM) platforms, TPA vendors, wholesalers, and contract pharmacies.
- Ensure data accuracy, integrity, and security in compliance with HIPAA and HRSA standards.
- Maintain and improve data workflows between the EMR, pharmacy systems, and accumulators.
Data Analysis & Reporting
- Develop dashboards and reports to track:
- Program compliance, audit outcomes, and exceptions
- Cost savings, utilization trends, and financial performance
- Key performance indicators (KPIs) such as capture rate and savings per prescription
- Present findings to pharmacy, quality, and finance teams to inform strategy and operations.
Performance Measurement & Forecasting
- Define, monitor, and evaluate KPIs to measure 340B program performance and compliance.
- Support forecasting and predictive modeling of drug spend, savings, and patient impact based on historical trends.
- Collaborate with the Director of Pharmacy and leadership to identify opportunities for optimization.
Cross-Functional Collaboration
- Work with IT, Quality, and Finance to ensure accurate data validation and reporting.
- Serve as the primary liaison between clinical, pharmacy, and administrative teams for 340B-related data and compliance activities.
Other Duties
- Perform additional duties, services, and documentation in full compliance with Heartland Community Health Center policies, procedures, and HIPAA requirements.
- Other responsibilities as assigned.
Qualifications
- Bachelor's degree in healthcare administration, informatics, statistics, or a related field preferred; pharmacy technician or healthcare compliance experience strongly considered.
- Experience with 340B Program operations and compliance preferred.
- Experience with data analysis, reporting, or healthcare informatics preferred.
- Proficiency in Microsoft Excel; familiarity with data visualization tools (Tableau, Power BI) a plus.
- Strong organizational skills and attention to detail.
- Ability to communicate effectively across disciplines and present complex data in a clear way.
- Customer service orientation and sensitivity to diverse populations.
- Knowledge of HIPAA, HRSA, and pharmacy compliance requirements.
Working Conditions & Physical Requirements
- Frequent computer work and data analysis.
- Requires movement throughout clinic and pharmacy areas.
- May occasionally lift up to 25 pounds.

- Hours M – F from 8:00AM – 5:00PM as needed. (approx. 40hrs per week)
