Department of Executive Services is seeking a Capital Project Manager 4 with hospital or healthcare experience for the Harborview Construction and Infrastructure Division, (HCID) Capital projects work. This position will report to the HCID Deputy Director, Program Manager or a more senior Special Project Manager and will be the liaison between the County, Harborview, client agencies, the public and permitting agencies. Our successful candidate will be responsible for overseeing the planning, design and construction of funded Capital Projects.
Additionally, this role will help to define and implement best practices in portfolio management, including the coordination of capital portfolio planning, monitoring and decision-making activities. This involves applying effective governance, monitoring performance metrics and value realization, and implementing information management systems and reporting to enhance portfolio transparency and communications.
About Harborview Medical Center
Harborview Medical Center is a comprehensive health care facility owned by King County Government, governed by a County-appointed Board of Trustees, and managed by the University of Washington School of Medicine. Its primary mission is to provide high quality healthcare to the indigent and under-served residents of King County. In serving a four-state region, Harborview is home to the internationally renowned level one trauma center, and the Medic One Emergency Response Unit which was established as one of the country's first paramedic response programs. Many of Washington State's emergency medical service technicians are trained at Harborview. The Medical Center combines state-of-the-art emergency medical services with general medicine and specialty clinics, including centers of excellence in burn, neurosciences, ophthalmology, infectious disease, and rehab therapy. Harborview Medical Center is the designated disaster control hospital for the region.
Over the years Harborview's medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care, medicine, and technology. The current campus spans 13 acres and multiple buildings connected by underground tunnels and elevated walkways.
In 2020 the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center. The resulting Harborview Bond Program will build over one million square feet of new and renovated spaces. The new facilities will include construction of a new-high rise inpatient bed tower, and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities, including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will impact the entire campus including new street and helipad access. The work is expected to extend over a minimum 8 years and the campus will remain operational 24/7 throughout the duration of the work.
Job DutiesScope of Job Duties: To be considered for this opportunity, you must demonstrate the skills and ability to:
- Act as the Owner Representative/Project Manager for assigned hospital capital design and construction project, adhering to the County's project management manuals and systems as well as the hospital's equipment and design guidelines. Oversee the entire planning, design, and construction of assigned hospital projects.
- Coordinate project designs with client agencies and consultants related to new building, tenant improvements, remodels, repair and replacement of building systems (mechanical, electrical, roofs, exterior envelope, and interior finishes).
- Oversee the selection of the highest quality healthcare design professionals (architects, engineers, etc.) in coordination with the County's Procurement team.
- Prepare construction contract documents for the bidding of public work contracts based on the agreed upon design plans.
- Participate in the bid process with the County's Procurement team to provide recommendations for awards of contracts.
- Manage quality, schedule and costs; approve pay requests, review submittals; coordinate Request for Information (RFI) responses, prepare and negotiate change orders, and monitor schedule.
- Provide support to County Leadership by preparing briefing documents and Executive level reports for assigned hospital projects related to design and construction issues.
- Support the capital budgeting process by developing the scope of work, cost estimate, and preliminary schedule for hospital project approval.
- Present information and back up documentation to support and defend project budget request.
- Serve as a liaison between the County, hospital staff, public and permitting agencies.
We are looking for candidates who:
- Have knowledge of capital planning, project management, and program management principles in a healthcare or hospital setting.
- Are experience with multiple construction project delivery methods including Progressive Design Build (PDB) and the State Capital Projects Advisory Review Board (CPARB).
- Have expertise in capital budgeting processes and strategies, including portfolio prioritization and optimization.
- Understand governance and its role within capital budgeting and portfolio management.
- Are experienced as user or administrator of projects, portfolio management or capital budgeting information systems.
- Are proficient in data analysis, analytical tools, data visualization, trend identification, to help develop recommendations for Executive leadership.
- Have excellent written and verbal communication skills including effective use of various professional communication formats.
- Are experienced in developing and facilitating presentations to a wide and diverse set of audiences.
- Are Knowledgeable in organizational change management techniques.
- Have strong team building, conflict resolution, and negotiation skills to foster collaboration and problem-solving.
- Are experience overseeing large, complex government projects, particularly in heath care or medical facilities.
- Are proficient in Microsoft Office Suite, including Word, Excel, Outlook and PowerPoint.
- Have a commitment to Equity and Social Justice and pursuing changes to policies and practices that address systemic racism and inequities.

Work schedule: The work associated with this position will be performed through remote and onsite work. The successful candidate will be expected to be onsite 3-5 days per week at either the King County Chinook Building or Harborview Medical Center in Seattle, WA. The frequency of onsite work will vary based on operation and business needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite.
