Certified Executive Housekeeper (CEH) – Consultant & Compliance Lead

Position Type: Contract / Part-Time Consultant

Reports To: Project Manager / Corporate Compliance Director

Location: Assigned VA/DoD Facilities (Onsite & Virtual Support)

Position Overview

The Certified Executive Housekeeper (CEH) serves as the senior subject matter expert for environmental services, custodial standards, and compliance across the contract. This position is responsible for establishing, training, and monitoring all housekeeping protocols to ensure the contract meets or exceeds VA/DoD requirements, infection-control standards, and Joint Commission-aligned environmental services practices.

The CEH operates as a consultant and compliance advisor, providing continuous oversight, documenting performance, and supporting the Project Manager with staff training, quality assurance, and corrective action plans.

Key Responsibilities1. Training & Staff Development

• Develop and deliver initial and ongoing training programs for all custodial staff.
• Train personnel in proper cleaning techniques, infection-control practices, chemical usage, PPE, equipment operation, and safety procedures.
• Conduct onboarding training for new hires and refresher training for existing personnel at least quarterly.
• Maintain training logs and ensure all certifications, safety training, and competency assessments remain up to date.

2. Compliance Oversight

• Ensure all housekeeping operations comply with contract requirements, VA/DoD standards, OSHA 29 CFR 1910, Joint Commission (EOC/IC) expectations, and infection control protocols.
• Conduct routine site inspections to verify adherence to cleaning schedules, safety protocols, and quality expectations.
• Support the Project Manager in responding to COR inspections, findings, and corrective actions.
• Review Safety Data Sheets (SDS), chemical handling practices, and storage procedures for compliance.

3. Quality Assurance & Documentation

• Establish and maintain a Quality Assurance routine aligned with the contractor's QCP.
• Perform documented inspections using checklists, scoring methods, and photo evidence.
• Provide written weekly and monthly reports summarizing compliance, staff performance, and improvement recommendations.
• Assist in root-cause analysis for deficiencies and support implementation of corrective action plans.

4. Environmental Services Expertise

• Develop and update Environmental Services procedures tailored to the facility's clinical and non-clinical areas.
• Provide expert guidance on floor care programs, waste management, restroom sanitation, terminal cleaning practices, and high-touch disinfection protocols.
• Participate in EOC and Infection Control rounds when required by the VA/DoD.

5. Contract Support & Advisory

• Advise leadership on staffing levels, workflow design, and performance improvement opportunities.
• Provide professional input during audits, inspections, and customer meetings.
• Serve as the subject matter expert for all contract-required environmental sanitation procedures.

Qualifications Required

• Active Certified Executive Housekeeper (CEH) credential (e.g., NEHA/AHE or IEHA).
• Minimum 1 year of experience as a CEH Manager within the last three years (aligns with VA contract requirements).
• Proven experience overseeing custodial operations in healthcare, VA, DoD, or similarly regulated environments.
• Strong knowledge of infection control, environmental sanitation, and OSHA safety compliance.
• Excellent communication, training, and documentation skills.

Preferred

• Experience working on VA or DoD custodial contracts.
• Prior participation in EOC or Infection Control rounds.
• Background in staff development, training program design, or quality control.
• Familiarity with CIMS-GB, ISO 9001, and environmental services best practices.
