JOB SUMMARY

Develops and implements strategic long-range recruitment plans to support the organization's vision and goals. Establishes and implements staffing programs designed to improve the quality and diversity of new hires and efficiency of the recruiting process that supports an organization of over 27,000 employees. Leads internal talent acquisition initiatives and oversees high-impact searches, including those for senior management and executive leadership roles. Directs efforts to develop relationships and source candidates from external sources, associations and universities. Supports activities relating to branding of Houston ISD as employer of choice through external branding, proactive/nontraditional recruitment strategies and succession planning. In collaboration and under the direction of the Chief Human Resources Officer and Deputy Chief of Human Resources, serves as a key HR leadership contact in supporting employees and leaders on a wide variety of human resources recruitment needs.

MAJOR DUTIES & RESPONSIBILITIES

  • Develops strategic recruitment plans, establishes goals and priorities, and implements programs to provide the highest quality personnel for positions within Houston ISD.  
  • Establishes and maintains selection models across the organization that ensure highly qualified personnel throughout the organization. Utilizes effective talent acquisition technology solutions to aid in the selection process. 
  • Sources competitive candidates from a variety of sectors and develops creative sourcing strategies to continually build a diverse pool of top-notch candidates in all academic and business areas.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
  • Establishes strong professional relationships through networking to identify top-tier talent.
  • Researches new recruiting trends to find the most innovative approaches to finding and attracting talent.   
  • Ensures cost-effective and efficient recruitment practices aligned with budgetary constraints, while maintaining comprehensive metrics reporting and driving retention initiatives. Develops external recruitment relationships with local schools and community organizations, to include out -of-district travel. 
  • Oversees the planning and execution of district-wide hiring events, ensuring alignment with organizational needs and staffing priorities. Collaborates with key stakeholders to ensure events are strategically designed to attract top talent and meet the district's workforce requirements.

LEADERSHIP RESPONSIBILITIES

Senior Management. Manages a department or multiple major disciplines, often through subordinate management. Regularly manages staff in the completion of large-scale projects or a very closely related set of projects/initiatives often spanning multiple disciplines. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate management and staff. Allocates according to priorities and serves as the primary decision maker regarding hiring, performance and budget
 

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is non-standardized and widely varied, involving many complex and significant variables including significant time spent planning, evaluating complex solutions and issues, and negotiating outcomes. Strong analytic ability and inductive thinking are frequently required to devise new approaches to situations where previously accepted solutions have proven inadequate. Position regularly makes recommendations to management on areas of significance to the division. Supervision received typically consists of providing periodic coaching, advice and feedback.

Participates in a group plan and/or budget development.

PROBLEM SOLVING

Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas.  May also review decisions made by other individuals on more routine matters.
 

IMPACT OF DECISIONS

Decisions have considerable impact to multiple divisions or the organization causing risks or improvements to relationships, significant efficiencies or delays in operations, and/or significant financial gains or expenses. Errors are serious and difficult to discover, normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
 

COMMUNICATION/INTERACTIONS

Negotiate and influence - interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.
 

CUSTOMER RELATIONSHIPS

Leads others in the resolution of highly sensitive and confidential issues on behalf of the department. Acts as a trusted advisor, and becomes involved in the customer's decision making process including presenting alternatives and information and applying persuasion and negotiation skills in the resolution of problems. Monitors customer service standards.
 

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.


•    Valid Texas driver's license with applicable insurance coverage

•    Tools/Equipment Used: Standard office equipment, including personal computer and peripherals

•    Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting

•    Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching
