Los Angeles, California, United States Birdi Systems, Inc. Full time

Birdi Systems, Inc. is seeking a
Geospatial Data Structure Specialist / GIS Analyst
for a remote, full-time contract position beginning January 9, 2026, and continuing through December 31, 2026.

This role supports systems analysis, integration, and modernization of geospatial data infrastructure for an enterprise permitting and inspection platform. You will play a key part in replacing legacy systems with a centralized, GIS-integrated platform that enables accurate address validation, spatial analysis, and data-driven permit management.

The Specialist will assist in the analysis, integration, design, testing, and deployment of GIS layers, geospatial data structures, and address mapping workflows that support online plan check and permit applications—all within a fully remote work environment.

Project Objective:

This initiative focuses on developing and implementing an online service that enables users to update, validate, and obtain address approvals for permit and plan check applications. The system will integrate GIS capabilities to geocode all building applications and permits across multiple systems, bringing spatial intelligence to previously non-GIS workflows.

Key project goals include:

  • Replacing legacy permitting systems with a modern, GIS-integrated platform.
  • Developing enhanced geospatial data and address layers to track building activity across mapped boundaries (e.g., Council Districts, Census Tracts, Zoning Boundaries).
  • Establishing the foundational GIS framework necessary for efficient, accurate, and data-driven permitting and inspection processes.

Key Responsibilities:

  • GIS Mapping and Infrastructure Development:
Design and implement modern GIS mapping tools and infrastructure aligned with permitting workflows.
  • Building Layer Management:
Create and maintain GIS-based building layers, ensuring all permits and inspections include accurate geospatial references.
  • Workflow Automation:
Automate geospatial data workflows using GIS tools to improve accuracy and efficiency.
  • Map Services Integration:
Configure, test, and manage GIS map services used across city applications.
  • Python Scripting:
Develop and maintain Python scripts to automate data processing and ensure quality control of GIS layers.
  • Spatial & Tabular Queries:
Perform advanced spatial and tabular data queries to support reporting and analytics.
  • Data Quality Enhancement:
Use Python, ArcGIS, and PL/SQL to develop tools that enhance data accuracy, integrity, and reliability.
  • Feature Class Management:
Maintain and optimize the building footprint feature class and associated GIS services.
  • Data Usage Reporting:
Track and report on GIS data usage metrics to support continuous improvement.
  • Integration & Configuration:
Collaborate with partners and consultants to align GIS data with business systems and deliver accurate, multi-layer map services.

Qualifications:

  • Bachelor's degree in Geography, GIS, Computer Science, or a related field (or equivalent experience).
  • 3+ years of experience in GIS data design, integration, and analysis.
  • Proficiency with ESRI ArcGIS, Python, PL/SQL, and geospatial data modeling.
  • Experience supporting or replacing legacy enterprise systems with GIS-enabled solutions.
  • Strong understanding of map services, geocoding, and geospatial data workflows.
  • Excellent problem-solving skills and the ability to work independently in a remote environment.
