NCRC's unique mix of research, investigations, investments, media, grant-making, training, advocacy, litigation, lending, convening and facilitation strengthens communities of historic disinvestment, expands economic mobility, holds public and private institutions accountable for their impacts, and informs local and national leaders, policymakers and the private sector.
Position Summary:
The Policy Director is responsible for shaping, guiding, and executing the organization's financial services policy agenda. This role leads the development of strategic policy goals in financial services, manages relationships with key stakeholders (elected officials, government agencies, coalitions), and ensures the organization remains proactive and effective in influencing legislation, regulation, and public discourse.
Key Responsibilities:
Policy Development & Strategy
- Lead the development and execution of the organization's policy platform and priorities in financial services and impact on low- and moderate-income communities.
- Monitor and analyze relevant legislation, regulations, and emerging issues at the local, state, and federal levels.
- Draft policy briefs, white papers, fact sheets, comment letters, and testimony.
- Work closely with the communications team to support media, advocacy, and public education efforts.
- Serve as a subject matter expert and spokesperson as needed.
Government Relations & Advocacy
- Build and maintain strategic relationships with policymakers, government officials, and coalition partners.
- Represent the organization at hearings, briefings, meetings, and conferences.
- Lead and advise on lobbying efforts, compliance laws and regulations.
Leadership & Team Management
- Mentor and supervise policy and government affairs staff, fellows, and interns.
- Collaborate with senior leadership to align policy strategy with broader organizational goals.
- Help develop and manage the policy department's budget and work plan.
Coalition Building & External Engagement
- Participate in and lead policy coalitions or task forces.
- Engage with community partners, advocates, and stakeholders to inform and advance shared goals.
Requirements:
- Bachelor's degree required; advanced degree in law or public policy is strongly preferred.
- At least 7–10+ years of subject matter expertise in financial services is required.
- Deep knowledge of the legislative and regulatory process, prior experience in agencies, administration, or on Capitol Hill is a plus.
- Excellent analytical, writing, and public speaking skills.
- Proven ability to build relationships across sectors and ideologies.
- Experience managing staff and cross-functional teams.
