OverviewPharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Director in its Policy and Research Department to lead research initiatives demonstrating the value of innovative prescription medicines and supporting policies to promote robust medication coverage and reimbursement. The individual will report to the Deputy Vice President, Policy and Research and will play a key role in developing PhRMA research and policy positions reinforcing the clinical and economic benefits of medicines and the need for strong incentives for biopharmaceutical innovation, including the importance of post-approval research, therapeutic choice, and broad access to medicines. In addition, they will advance work to demonstrate challenges with conventional value assessment and support alternatives. This highly visible role requires extensive collaboration across PhRMA and with member companies.The Director will:Develop and execute actionable research agendas to support industry policy priorities, including defending against federal and state price controls, promoting medication access and affordability, evaluating US and ex-US health technology assessment/ value assessment, and strengthening incentives for biopharmaceutical R&D;Manage consultant and third-party research projects;Collaborate with member companies, consultants, academic researchers, and health policy thought leaders to ensure PhRMA work products reflect the strongest evidence and research methods;Develop talking points, backgrounders, and other educational materials to support advocacy efforts.Work with PhRMA's Public Affairs team to develop press materials and with PhRMA's Alliance team to support cross-stakeholder collaboration;Rapidly respond to requests for information from member companies and PhRMA leadership and colleagues under tight timelines;Help coordinate and track PhRMA and third-party research and disseminate findings to PhRMA colleagues, leadership, and member companies; andPerform other duties as assigned.Key Success Factors PhRMA seeks a collaborative, proactive self-starter who is passionate about access to medicines and addressing today's healthcare challenges. Key success factors for this role include strong interpersonal skills and team focus paired with the ability to work independently and under short timelines. The preferred candidate will have a broad understanding of how prescription medicines are covered and reimbursed, familiarity with U.S. public and private health insurance programs, comfort analyzing economic and quantitative data, and be focused, organized, detail oriented, responsive and diplomatic. The successful candidate should be adaptable, able to reprioritize and shift gears quickly and be comfortable in a high-pressure, fast-paced environment.Professional Experience / Requirements Master's degree in public policy, economics, business administration, health services research, public health, or related field;6+ years of experience in healthcare research, policy analysis, or biopharmaceutical industry economics;Experience managing third-party research efforts;Excellent writing and editing skills; Experience creating advocacy support materials, such as talking points, policy briefs, etc.;Strong interpersonal and communication skills.Excellent qualitative and quantitative analysis skills;Experience working with healthcare survey or claims data; andMicrosoft Office Excel and PowerPoint.Preferred ExperiencePhD in health services research, economics, public health, or related field; Understanding of the Department of Health and Human Services, Congress and federal and state health policy process;Prior experience at a pharmaceutical company, commercial health plan, pharmacy benefit manager, consulting firm, or related industry environment.Potential SalaryDirector: $132,600 - $182,300 per annum.
