Job Summary

Under administrative direction, is responsible for providing program and grant operational oversight, develop and oversee the program budget, and manage a team to improve the quality of childcare centers across the 13-county workforce region. Coordinates directly with Workforce Solutions Alamo in the development and implementation of goals, objectives, and metrics for the initiative. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
  • Administers and manages the activities of one or more divisions of the Department of Human Services.
  • Manages the development of program planning, monitoring, and fiscal management of the division.
  • Manages and directs staff in the execution of Human Services goals and objectives.
  • Develops and implements budgets, cost containment procedures, and program improvement measures for area of responsibility.
  • Monitors related marketplace trends, conducts research, and makes appropriate recommendations that will add value to the Department of Human Services programs and practices.
  • Conducts presentations of specific Human Services related topics.
  • May serve as lead administrator over human services projects and programs outside of assigned area.
  • Manages the preparation of grant applications to ensure adequacy and timeliness.
  • Manages the preparation of all ordinances necessary to carry out division goals.
  • Coordinates contracts with Human Services partner agencies.
  • Coordinates and provides staff support to City Committees or Commissions.
  • Acts as official representative to City departments, City Manager's Office, elected officials, and outside agencies; explains, justifies, and defends programs, policies, and activities; and negotiates and resolves significant, sensitive, and controversial issues.
  • Establishes and maintains effective working relationships within the administration to ensure adequate flow of information in all directions so that both staff and management employees are kept informed.
  • Selects, motivates, and evaluates staff; provides or coordinates training and work with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
  • Provides strategic leadership in developing and supervising a team equipped with the knowledge, skills and training to provide support to childcare providers meeting higher quality standards in alignment with the Texas Rising Star program.
  • Ensures staff meet the goals, objectives and metrics of the initiative by monitoring outcomes of a mostly remote staff.
  • Ensures staff establish and maintain supportive relationships with the childcare community.
  • Leads the development of policies, procedures and training modules to assist childcare providers with services, support, guidance and training to exceed minimum licensing requirements.
  • Monitors expenditures and documents unmet needs for supplemental requests and provides budget reports.
  • Responds to and resolves sensitive inquiries and complaints from both internal and external sources.
  • Assumes significant responsibilities for the preparation and administration of assigned budget.
  • Performs related duties and fulfills responsibilities as required.
Job Requirements
  • Bachelor's Degree from an accredited college or university.
  • Five (5) years' experience in human services program development and budget, including three (3) years of supervisory experience.
  • Valid Class "C" Driver's License.

Preferred Qualifications

  • Master's Degree from an accredited college or university.
  • Knowledge of childcare licensing requirements and process.
  • Knowledge of the Texas Rising Star program and familiarity with national accreditation process for high-quality childcare providers.
  • Knowledge of childcare and school district partnerships.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of advanced principles and practices of municipal budget preparation and administration.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of organization, function, and authority of various City departments.
  • Knowledge of City Council mandates and municipal needs.
  • Skill in using a personal computer and utilizing rudimentary software.
  • Ability to conduct research studies and prepare detailed and accurate reports.
  • Ability to communicate clearly and effectively.
  • Ability to prepare and present clear and concise administrative financial reports.
  • Ability to provide administrative and professional leadership and direction to subordinate staff.
  • Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, the general public, and media representatives.
