Although housed in the DLI Commissioners Office, GOCS has its own functions.

MISSION STATEMENT:
The Governor's Office of Community Service (GOCS) exists to expand national service and community volunteerism across Montana. GOCS is a state service commission responsible for administering federal funding for AmeriCorps State programs in Montana and coordinating with other AmeriCorps programs such as National Directs, VISTA, and NCCC. GOCS is led by a Governor-appointed Director and is supported by a fifteen-member Commission on Community Service. GOCS partners with all streams of AmeriCorps service programs and community-based organizations to meet the objectives and goals of the state service plan.

This position may be eligible for a statutory $1.00 an hour base pay increase effective on July 1, 2026.

JOB DUTIES:

As a Compliance & Training Officer, you will:

  • As the Compliance & Training Officer you will report to the Director as you play an essential role in supporting and leading federal grant compliance and training for AmeriCorps State programs and the Montana Commission on Community Service. The Compliance & Training Officer will use AmeriCorps standards to lead and meet the responsibilities of a pass-through entity with subrecipients. This includes annual risk assessment, compliance monitoring, and maintaining appropriate documentation throughout the compliance monitoring cycle.
  • The Compliance & Training Officer will work independently and as a member of an impactful team to strengthen AmeriCorps State programs in Montana, expand national service, and deliver training that meets identified needs, either by coordination or direct presentations
  • The Compliance & Training Officer is responsible for maintaining the GOCS Training & Technical Assistance Directory, coordinating annual in-state trainings, and actively participating in national calls, training committees, advisory councils, and workgroups.
  • The Compliance & Training Officer will manage administrative functions for their projects, including documenting procedures, communicating with the Commission on Community Service, Office of the Governor, and other affiliates, drafting correspondence and reports, and building and maintaining spreadsheets and electronic files.  
  • The Compliance & Training Officer will travel in and out-of-state to conduct monitoring, attend national service and federal grants trainings, attend the annual State Tribal Relations Training, and other development opportunities as time and budget allows.

KNOWLEDGE, SKILLS AND ABILITIES:

If you are the right person for this opportunity, you will have the following knowledge, skills or abilities:

Knowledge of (or ability to learn in a reasonable amount of time):

  • Principles of risk assessment and compliance monitoring to effectively prevent, detect, and as necessary, resolve instances of non-compliance with federal and state regulations.
  • Principles and practices of public administration, and the goals of national service programs. 
  • Conducting and coordinating needs assessment and trainings to ensure program needs and input are incorporated into training and technical assistance.

Skill in:

  • Interpreting complex federal policies, rules, and regulations, technical report writing, and meeting multiple deadlines with accuracy.
  • Communicating mindfully with a wide variety of audiences, paying attention to detail, thinking analytically, and managing multiple priorities.
  • Public speaking, adult learning styles, continuous improvement, and working in a professional office setting. 
  • Microsoft Office Suite programs, strongly preferred. 
  • Skilled in developing professional presentation materials that convey complex information in an accessible and visually compelling manner, ensuring audience understanding and engagement.
     

Ability to:

  • Identify, analyze, and solve challenges facing national service grantees by maintaining professional relationships and staying current on AmeriCorps regulations.
  • Manage projects to completion, stay organized, give and receive constructive feedback in a timely manner.
  • Work independently and collaboratively in a statewide and national network of national service.
  • Demonstrated ability to communicate effectively in public settings by delivering clear, engaging, and informative presentations tailored to diverse audiences, including staff, leadership, and external stakeholders.
     

MINIMUM QUALIFICATIONS

Candidates with a strong mix of the attributes listed in the above Knowledge, Skills and Abilities (KSAs) in the fields of Business or public administration, organizational development or a similar field are desired. Candidates may demonstrate competency in the KSAs through at least 6 years directly related experience, formal education (including certificates, credentials, or degree-based programs), or a combination of both. Candidates should clearly describe how their experience and education meet the identified KSAs and provide examples in their cover letter that demonstrate their qualifications.  

Preferred:

  • Knowledge of federally funded national service or involvement with AmeriCorps programs (AmeriCorps) strongly preferred.  
  • Experience in compliance, nontraditional dynamic education, adult learning styles, managing projects, and administrative functions preferred.
