We are seeking a
Senior Business Analyst (BA4)
with extensive experience in business systems analysis, process reengineering, and system enhancement to support the
Multimodal Biometric Identification System (MBIS)
and related LiveScan fingerprint capture systems. The analyst will lead business and technical analysis activities, driving process improvements and requirements documentation to enhance biometric operations.

This position will require full-time onsite presence at VSP Headquarters and close collaboration with technical and business stakeholders, ensuring systems align with operational goals and compliance standards.

The
Business Analyst 4 – MBIS
will be responsible for:

  • Lead the analysis, documentation, and improvement of existing biometric systems and processes (MBIS, LiveScan, and related interfaces).
  • Conduct business needs assessments and translate them into detailed technical and functional requirements.
  • Elicit requirements using techniques such as brainstorming, interviews, data mining, and document analysis.
  • Produce comprehensive requirement artifacts, including:
  • Business Rules
  • Interface and Data Mapping Specifications
  • Field Definition Matrices
  • Requirements Traceability Matrices
  • Use Cases and Activity Diagrams
  • Perform gap analyses between current and future-state systems.
  • Lead system testing initiatives, including test plan creation, tracking, and validation of user acceptance testing (UAT) outcomes.
  • Collaborate with vendors, IT teams, and business partners to ensure system requirements are understood, feasible, and implemented effectively.
  • Produce high-quality documentation (estimates, options analysis, standards, guardrails) and present solutions to technical and business leaders.
  • Coach teams on
    DevOps/automation
    enablement and integration quality gates (security scans, API governance, performance testing).

Expertise and/or Relevant Experience:

Mandatory Qualifications & Experience - Business Analyst 4 – MBIS

M1. 8+ years in
enterprise-level application design and systems integration

M2. 8+ years with
Azure architecture
(cloud-native and hybrid), including landing zones and network/security patterns

M3. 8+ years designing
SaaS architectures
and integrating COTS with custom solutions

M4. Expertise in developing requirements documentation, including:

  • Test cases
  • Traceability matrices
  • Business rules
  • Interface and data mapping requirements
  • Use cases and error validation scenarios

M5. Strong skills in
functional and nonfunctional requirements analysis.

M6. Experience managing user security access and role-based profile design.

M7 Strong collaboration experience working with multi-functional teams and vendors.

M8 Excellent communication skills with the ability to translate technical information into non-technical language.

M9 Proficiency in
Microsoft Office Suite (Word, Excel, PowerPoint, Visio).

Proven ability to manage priorities, deliver high-quality documentation, and communicate effectively across departments.
