Broward County Board of County Commissioners is seeking qualified candidates for an Administrative Officer, Senior, within the Libraries Division.

The purpose of this position is to provide support to the Director's Office for a wide range of administrative assignments. This position will provide support with developing and managing the Division's Long Range and Strategic plans; ensure relevance and feasibility for continuity of operations planning, research and propose solutions to complex or high-level customer concerns, provide staff supervision; and provide guidance for agenda items, public records requests, as well as serving as a member of the Division's leadership team. The Administrative Officer, Senior may be assigned special projects that require research, tracking, and data analysis. The Administrative Officer, Senior must be able to identify operational issues that impact achievement of Division goals and make sound recommendations to the Director for resolution. Additionally, the Administrative Officer, Senior, must be able to navigate with proficiency Microsoft programs, PeopleSoft, Kronos and other critical software programs. This position will also assist with implementing new initiatives and facilitate communications with internal and external agencies to further the Libraries Division's mission, vision, and goals.

Minimum Education And Experience Requirements*
Requires a Bachelor's degree from an accredited college or university with major coursework in Business or Public Administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years administrative experience in a governmental agency including two (2) years of supervisory experience depending on area of assignment.

Special Certifications and Licenses

None.

Preferences

  • Master's degree or higher in business/public administration, or related field
  • Two (2) years' experience in government budgetary preparation/administration and strategic planning
  • Two (2) years' experience in grant administration and contract administration
  • Two (2) years' experience with PeopleSoft or similar enterprise management software experience
  • Four (4) years' experience in office automation and demonstrated proficiency of Microsoft Office and business applications such as Agenda Quick or Legister, Kronos, and on-line recruitment system
  • Two (2) years' experience in responding to public records requests, handling records management, and/or preparing agenda items and communications to elected officials
  • Four (4) years' experience developing, recommending and writing policies and procedures

SCOPE OF WORK
General Description
Performs responsible professional and administrative work assisting in the operations of a County division.

Works independently, under limited supervision, reporting major activities through periodic meetings.

Duties And Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Supports a wide range of administrative functions in support of the agency's goals; assists in developing and implementing divisional policies, procedures and programs; coordinates programs and projects; conducts studies and research to determine needs and supports division objectives; and ensures that all documentation is properly completed, stored and archived according to required retention schedules, and routed accordingly. Assists in preparing and administering the division's operating budget and other finance related activities.

Works on special projects assigned by the Division Director; composes various division correspondence, reports, and responses to upper management; represents and assists the Division Director at various public and professional meetings or conferences, and chairs or attends meetings to create, modify or improve division procedures; confers with local, state, and federal officials, contractors, vendors, civic leaders, and the general public regarding divisional operations; addresses public groups; monitors email and coordinates with other County agencies and County constituents on various issues.

Recommends and implements organizational and administrative changes and internal procedures as needed; and maintains divisional information sharing systems such as the division's SharePoint and/or website.

Performs related work as assigned.
