This role requires a proven leader with deep construction management expertise, a strong focus on safety and quality, and exceptional financial acumen to manage budgets, schedules, and client relationships.

Key Responsibilities

Strategic Leadership & Portfolio Management

  • Establish PMO Standards: Define, implement, and enforce project management methodologies, processes, and best practices across all commercial paving projects to ensure consistency, quality, and efficiency.
  • Portfolio Oversight: Manage and strategically oversee a high-volume portfolio of commercial paving projects (e.g., parking lots, roadways, industrial areas) from estimating/bid support through final closeout.
  • Strategic Planning: Collaborate with executive leadership on annual business plans, project pipeline forecasting, and long-term capacity planning for the Project Management and Field Operations teams.

Financial Performance & Risk Management

  • Budget & Cost Control: Own the financial success of all projects. Monitor and approve project budgets, manage change orders, and analyze job cost reports to ensure projects meet or exceed profitability goals.
  • Contract Administration: Oversee all contract negotiations with clients, subcontractors, and vendors, ensuring favorable terms, risk mitigation, and compliance with all contractual obligations.
  • Risk Mitigation: Identify, analyze, and develop mitigation strategies for high-risk issues related to scheduling, resources, safety, and permitting, especially concerning complex Broward County/South Florida regulations.

Team Leadership & Development

  • Recruitment & Mentorship: Lead, hire, mentor, and professionally develop a high-performing team of Project Managers, Assistant Project Managers, and Paving Superintendents.
  • Performance Management: Set clear performance metrics (KPIs) for the PM team, conduct regular project reviews, and provide coaching to improve operational execution.
  • Interdepartmental Coordination: Act as the primary liaison between Project Management, Sales/Estimating, Accounting, and Field Operations to ensure seamless communication and resource allocation.

Operational Excellence & Quality Assurance

  • Safety Culture: Uphold and champion the company's commitment to safety. Ensure all project sites and personnel strictly adhere to OSHA, DOT, and company safety standards.
  • Quality Control: Establish and enforce quality assurance protocols for all paving processes, including sub-base prep, asphalt material testing, application thickness, compaction, and striping/sealing.
  • Client Management: Serve as the final escalation point for client issues. Cultivate strong, professional relationships with key commercial clients, property managers, and municipal inspectors in Broward County.

Required Qualifications

  • Education: Bachelor's degree in Construction Management, Civil Engineering, Business Administration, or a related field.
  • Experience: Minimum of 8-10 years of progressive experience in project management within the commercial asphalt/paving or heavy civil construction industry.
  • Leadership Experience: Minimum of 4 years in a senior leadership role (e.g., Director, Senior PM, or similar) managing a team of Project Managers and Superintendents.
  • Technical Knowledge: Deep, working knowledge of asphalt paving methods, materials (mix design), equipment, construction sequencing, and quality control standards.
  • Local Expertise: Proven experience successfully managing commercial projects within Broward County (e.g., Fort Lauderdale, Pompano Beach, Hollywood), including familiarity with local permitting and inspection processes.

Preferred Skills and Certifications

  • Project Management Professional (PMP) certification.
  • OSHA 30-Hour Certification.
  • Proficiency with construction management software (e.g., Procore, HCSS, Primavera P6) and advanced Microsoft Office skills (Excel, Project).
