The Product Conformance Monitoring Manager is a senior level position responsible for managing the Payments' Business Financial Crime monitoring programs, setting strategy, and providing direction, leadership and subject matter expertise. As part of the Product Conformance Monitoring team within Payment Services, this role will be responsible for the development of Fraud detection capabilities and E2E operating model strategies for Citi Payments (corporate and institutional clients). The overall objective of this role is to develop the required capabilities to ensure Citi is meeting its Fraud-related Regulatory obligations, internal policy requirements and to monitor our Clients' adherence to Risk appetite, in turn supporting the continued growth of the Payments organization.

Responsibilities:

  • Serve as Business Owner of the Business Fraud Monitoring program
  • Define and executing Citi Payments fraud detection strategy
  • Provide authoritative subject matter expertise on wholesale payment fraud typologies
  • Drive the end-to-end design of the fraud detection services, encompassing data ingestion, rule engine logic, machine learning models, alert generation, case management, and integration points with existing Citi platforms and external systems.
  • Lead and influence cross-functional teams across Technology, Operations, Product, Legal, Compliance, and other Risk functions to drive project initiatives and ensure alignment on fraud mitigation strategies.
  • Evaluate and engage with third-party fraud solution providers and technologies, managing relationships and ensuring effective integration where applicable
  • Partner with Fraud Risk and Controls teams to interpret regulatory obligations and policy and identify emerging fraud typologies to reflect in fraud monitoring rules, settings and tolerances
  • Scan the external environment for industry and regulatory insights to enable the best-in-class controls for wholesale Payments product offerings
  • Engage with Business groups and Clients to ensure alignment on operating model and client experience.

Qualifications:

  • Bachelor's degree/University degree, Master's degree preferred
  • 8+ years experience in fraud prevention, risk management within a large financial institution.
  • Deep understanding of wholesale payment products and associated fraud typologies.
  • Experience working with AI / machine learning based monitoring systems and models, with an understanding of associated monitoring operations, oversight and model risk management activities
  • Proven track record of leading complex, end-to-end projects in a fast-paced environment.
  • Exceptional communication, influencing, and presentation skills, capable of engaging effectively with all levels of an organization, from technical teams to senior executives.
  • Familiar with Data management (e.g. data sourcing, manipulation, and verification)
  • Familiar with Excel, VBA, SQL, and other simple programming languages
  • Ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements.
  • Ability to work unsupervised and adjust priorities quickly as circumstances dictate.
  • Demonstrated analytical skills. Demonstrated problem-solving and decision-making skills.
  • Consistently demonstrates clear and concise written and verbal communication.
  • Ability to work in a team-oriented environment.
