Job Description
Under the supervision and guidance of the Sr. Community Development Specialist II, the 3374 Volunteer/Outreach Coordinator is responsible to coordinate and manage an area of San Francisco Recreation and Parks volunteer program, such as natural areas, trails, recreational programs, service learning/environmental education and/or parks and provide support to the Policy and Public Affairs Division. The work of this position is mostly done in an office or community setting, but one day of remote work may be allowed.
_ DUTIES AND RESPONSIBILITIES_
- Leads and manages the department’s city-wide volunteer & public affairs programs—including parks, trails, recreation, special events, and environmental education—by setting strategic goals and priorities to ensure programs effectively support the department’s mission and needs.
- Collaborates with internal staff and community-based organizations to identify needs and opportunities for volunteer & public affairs engagement and ensure programs successfully meet departmental objectives
- Manages the budget for materials and supplies to support volunteer & public affairs programs by tracking expenditures, making purchases, maintaining receipts, and submitting documentation to accounts payable for payment.
- Identify programming and policy needs within the Department. Set priorities, develop procedures, and evaluate the effectiveness and practicality of proposed policies.
- standards, drives improvements to policies and procedures, and reports outcomes to leadership.
- Recruits, trains, and supports public affairs, volunteers, interns, and staff by overseeing screening, onboarding, and retention strategies to ensure programs are adequately resourced and effective.
- Coordinates, schedules, and evaluates the work of volunteers, public affairs, interns, and support staff to maximize program coverage, efficiency, and impact.
- Builds and maintains strong partnerships with schools, community groups, businesses, City departments, elected officials, and local organizations to support volunteer and public engagement programs, while also developing short- and long-term policy solutions that address community needs.
- Develops and implements outreach strategies such as community events, media campaigns, public service announcements, and press releases to promote department functions and programs.
- Plan, coordinate, and support public events, such as community meetings, park openings, and groundbreakings, special events, including breakdown to ensure smooth execution and alignment with departmental goals. Gather and evaluate community feedback to inform future planning.
- Coordinates volunteer & public affairs events through Salesforce by managing logistics, tracking data, and ensuring efficient program implementation and reporting.
- Drafts informational briefings and reports on RPD’s operations, events, and other relevant topics for volunteer & public affairs staff.

** MINIMUM QUALIFICATIONS**
- Possession of a baccalaureate degree from an accredited college or university; AND
- One year (2000 hours) of experience supervising, coordinating or directing volunteer services and/or community outreach services in an organization which provides services to the public
_ SUBSTITUTION: Additional experience supervising, coordinating or directing volunteer and/or community relations services, as described above, may be substituted for up to two years of the required baccalaureate degree on a year-for-year basis._
_ ** SPECIAL CONDITIONS** : Candidates must meet the above Minimum Qualifications AND the below special conditions:_
- Twelve (12) months of experience in a role dedicated to volunteer programs working with community leaders and residents of underserved communities within a public parkland environment.
- Current valid Class ‘C’ California Driver’s License

** SELECTION PROCEDURES**
Behavioral Consistency Questionnaire (Weight: 100%):
Candidates who meet the minimum qualifications will be provided via email, a Behavioral Consistency Questionnaire. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. Candidates must achieve a passing score on the Behavioral Consistency Questionnaire in order to be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved in order to be included on the confidential eligible list. After the confidential eligible list is adopted, the department may administer additional selection procedures to make a final hiring decision.
Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals are resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Eligible List Duration
The duration of the eligible list resulting from this examination process will be of twelve (12) months and may be extended with the approval of the Human Resources Director.
Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of 10 Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
