GENERAL DESCRIPTION: Performs moderately complex (journey-level) inventory work. Receives, stores, and re-issues property for Texas Department of Public Safety. Processes surplus items currently on inventory/non-inventory items through the current inventory system and the State’s Surplus Property system; Picks-up, loads, transports and delivers surplus to/from the designated surplus location; works with field Property Custodians. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:
- Receives surplus items (inventory and non-inventory items) at the designated surplus location or picks up items received from the GS-9. Coordinate surplus drop-offs from field Property Custodians.
- Matches the asset number and serial number for surplus items to the inventory transfer ticket before approving transfer. Researches non-tagged items to ensure it is not assigned a number.
- Ensures that pallets are moved to the correct locations as the process goes through the stages. Works with state agencies to initiate interagency transfers on requested surplus items.
- Works with Texas state agencies, political subdivisions and assistance organizations on available surplus. Coordinates appointments to view and pick-up with approval.
- Stays informed on surplus information, forms, policies, and procedures in accordance with the Texas Facilities Commission State Surplus program.
- Seeks approval from Texas Facilities Commission on surplus requested from political subdivisions or TFC-approved assistance organizations.
- Lifts, transports and places surplus items of various sizes and weight as needed to ensure surplus items are placed in the correct locations.
- Operates forklift vehicles of various sizes, pallet jacks, dollies of various types, and other equipment as necessary to transport surplus items. Loads and unloads trucks and moves heavy items.
- Operates a computer terminal to perform cycle counts, inventory logs and reports using Microsoft Office, SPA, the currently inventory system and the current State’s Surplus Property system.
- Maintains records for receiving, pick-ups, drop off and transferring of all surplus property the agency processes.
- Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
- Performs other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from a standard High School or equivalent is required.
Experience – Minimum of one (1) year's experience maintaining property inventory records and in warehousing activities preferred. Working knowledge of surplus property accountability and utilization practices; of the inspection, evaluation, and determination of utility of surplus property preferred. Ability to operate and maintain various types of heavy and light equipment used to load and unload surplus property obtained from the agency.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able to identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
Safety – Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule – Availability for after-hour and weekend work is required.
PHYSICAL and/or ENVIRONMENTAL DEMANDS:
- Environment: Office, Outdoors;
- Ambulatory skills, e.g. stand, walk, sit;
- Hand-eye coordination and arm/hand/finger dexterity;
- Ability to speak, hear, and exercise visual acuity;
- Ability to transfer weights of 50 pounds anticipated for this position;
- Driving requirements: Occasional (10%).

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
