Duties
As a Supervisory HR Specialist in the Employment Services Division, you will:
- Continuously evaluate effectiveness of staff acquisition and classification operations. Work with management to plan, develop, and implement changes needed to correct deficiencies detected in these evaluations, and in other evaluations conducted by outside authorities.
- Manage or support enterprise support activities such as training and mentoring, accountability, quality management system, project management, and other infrastructure support activities.
- Provide advice and counsel to employees on staff acquisition, employment, recruitment, classification, and other personnel issues and administrative matters on a routine basis.
As a Supervisory HR Specialist (Information Systems) in the Human Resources Systems Division, you will:
- Develop and oversee the execution of strategic and tactical plans for the requirements gathering, development and enhancement, testing, and maintenance and support of HR information systems. Identify areas where automation can effectively eliminate labor-intensive HR manual processes or enhance current automation.
- Participate as the representative for Fiscal Service and franchise customers, including other Treasury bureaus and other agencies, on various workgroups as needed. Accordingly, the incumbent is a representative on data management workgroups and has various critical authorities related to initiating, reviewing, and approving software changes.
- Supervise professional and technical employees engaged in providing HR Systems support, HR services call center support, HR reports, and/or HR services process improvement to Fiscal Service and franchise customer organizations.
Requirements Conditions of EmploymentA one-year probationary period may be required.A one-year supervisory or managerial probationary period may be required.Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.Public Trust - Background Investigation will be required.Obtain and use a Government-issued charge card for business-related travel.This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes managing work while overseeing and delivering HR products and services in order to fulfill service agreements of an organization. This experience must include at least three of the following:
- Evaluating programs and processes to identify best practices, trends, strengths, and areas of needed improvement OR
- Resolving complex issues OR
- Developing and implementing strategic goals and direction OR
- Providing consultative support to management officials OR
- Planning and overseeing work.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
