The University Library is seeking to hire a Human Resource Officer on a full-time basis at our Atlanta campus. The scope of the responsibilities will include these essential duties but is not limited to the following:
Faculty Recruiting and Hiring
Updates Faculty Recruitment Guidelines for the library annually in accordance with policies and procedures issued by the Office of Faculty Affairs and best practices and oversees HR compliance and procedures for all faculty recruitment and faculty hiring, ensuring ongoing alignment with best practices. Handles management of central database for faculty HR-relevant changes and serves as an approver for these changes in relation to library faculty hires. Also ensures the accuracy of faculty credentials for data for various purposes and assists in processing faculty hires in relation to immigration and Homeland Security requirements. Manages to ensure accuracy and communication of faculty contracts and renewals of faculty in compliance with university policy.
Change Management
Collaborates with University Library Leadership, faculty, and staff on updating, transforming, and improving faculty and staff HR business processes and procedures consistent with best practices in human resource management and in line with library and university policies and priorities. This may include, but not be limited to, such things as revisiting and improving current business practices associated with HR workload and staff management and enhancing employee workplace culture.
Faculty Promotion and Reviews
Responsible for oversight and management of key parts of Promotion internal HR processes for the University Library, including structured and annual reviews, ensuring updated and accurate records and execution by the library HR office. Manages to ensure accuracy and communication of faculty contracts and renewals of faculty in compliance with university policy.
Unit Supervision and Development
Supervises the department employee and develops department goals that align with library strategic objectives. Coaches, trains, and supports direct report, including performance evaluation and feedback. Represents the library on the Human Resources Advisory Committee (HRAC). Overseas FMLA/ADA/Worker’s Comp. requests for library employees. Communicates HR related information to library employees. Primary liaison to Central HR in reviewing and communicating updates related to pay (i.e. COLA, merit increases). Prepare routine and complex reports.
Employee Relations
Serves as a contact for all University Library employees and supervisors for employee improvement and discipline, counseling with employees and supervisors as needed to facilitate productive resolution and to ensure policies are followed in accordance with university and legal perspectives.
Staff Development, Training, and Performance Evaluation
Leads the HR effort to communicate HR policy and process information and monitors publication of policy, collaborates with library leadership to offer training and development for library staff members. Collaborates with the Library Administrative Officer on organization and communication with supervisors about the annual performance evaluation process.
Staff Hiring and Employment
Collaborates and coordinates with university and library managers to prepare, post, and creates recruitment for openings for vacant professional staff positions (exempt) and ensures compliance with relevant regulations and policies. This includes facilitating the completion of the staff hire process, transition, and onboarding. Assists library hiring managers with creating new and reclassifying existing positions with GSU’s Classification and Compensation department.

Minimum Requirements:
- Bachelor's degree and four years of related experience; or a combination of education and related experience.
Preferred Hiring Qualifications:
- PHR or SPHR certification or other HR certification
- Possess emotional intelligence, and strong communication skills
- Demonstrates a history of successfully applying HR consulting, negotiating, and influencing skills, as well as techniques and knowledge of HR concepts and best practices
