Under the direction of the Chief Human Resources Officer (CHRO), the Associate Director assists in providing direction and accountability in the execution of human resource services and activities aligned with the college’s mission, vision, values, and strategic goals. The Associate Director supervises the day-to-day operations of the functional areas of the department and works collaboratively with cross-functional teams and key stakeholders to ensure best-in-class service and highly efficient HR operations. The role will be responsible for supporting a culture of continuous improvement, innovation, and excellence within the HR team and function as part of the HR leadership team.

Essential Duties
  • Oversee HR day-to-day activities and operations with a focus on streamlining and improving HR processes and workflows to enhance efficiency and employee experience.
  • Ensure timeliness of cyclical HR reporting and events requirements and make appropriate policy, practices and procedural recommendations.
  • Supervise the HRIS function and optimize its functionality for data management, reporting, analytics and employee self-service. Develop and maintain HR data dashboards and utilize data to drive insights and support data-driven decision making.
  • Administer established institutional HR policies and practices and regularly review HR policies and practices to ensure compliance, make appropriate recommendations to the CHRO.
  • Provide employee relations support and guidance to supervisors and staff on a range of matters including application of collective bargaining agreements, informal and formal coaching and counseling and performance management.
  • As assigned or as needed, conduct complaint and labor relation matter investigations, disciplinary hearings and make decision recommendations; facilitate/participate as needed or required in grievances and arbitrations; assist with negotiations as needed.
  • Direct initiatives in compensation, benefits, performance management, and talent acquisition, ensuring best practices are applied consistently throughout the college.
  • Oversee the development and implementation of onboarding and offboarding processes and experience to provide a compliant, effective and overall positive experience.
  • Oversee HR electronic and paper record management, data collection and dissemination, data integrity. Establish procedures for updating and archiving files, and related material.
  • Administer compensation processes, including salary adjustments, reclassifications, and benchmarking. Monitor salary administration to ensure accuracy and equity in all pay programs.
  • Oversee training initiatives and programs developed for staff, and department supervisors/chairs. Partner with leadership to design and deliver innovative employee programs focused on engagement, professional development, and retention. Ensure consistency and compliance with Council and College policies, bargaining agreements, Department of Administration, and State and federal guidelines.
  • Identify appropriate training regarding HR procedures/processes/performance reviews for college administrators/managers/department chairs; make recommendation to CHRO; oversee implementation as needed.
  • Act as liaison with appropriate departments/contacts regarding PeopleSoft, PeopleAdmin and ERP to ensure business practices are consistent with the goals of the college and HR. Oversee and supervise development and maintenance of HR Web Pages and related services.
  • Ensure compliance with federal, state, and local employment laws and regulations. Review/audit HR compliance practices with State and federal guidelines including Form I-9, FLSA, document retention/destruction regulations/guidelines, and other relevant or critical issues. Make appropriate recommendations to CHRO. Create and oversee implementation plans.
  • Supervise less senior HR professionals as needed and provide leadership and coaching to direct reports. Conduct performance evaluations and identify skill gaps of HR staff and develop/recommend/coordinate appropriate training.
  • Maintain strong understanding of legal and professional developments within the HR profession and best practices in higher education.
  • Act as the HR Department head as designated in the CHRO’s absence.
Occasional Duties
  • Serve on committees, participate in projects and initiatives and perform other duties as assigned by CHRO.
Required Skills, Knowledge, and Abilities
  • Strong understanding of HR operations and business processes
  • Strong knowledge of HRIS systems, advanced data analysis skills and experience with system optimization.
  • Advanced project management skills – ability to handle multiple projects at once and competing priorities. Organized, extremely detail oriented and execution focused a must.
  • Knowledge and understanding of collective bargaining agreements.
  • Advanced knowledge of HR compliance, employment laws, best practices and industry standards
  • A flexible leader who can operate at a strategic level but also perform operational/tactical responsibilities.
  • Impeccable judgement and a high level of professionalism when dealing with confidential and sensitive issues.
  • Skilled in managing change and promoting continuous improvement.
  • Demonstrated ability to provide high quality customer service to both internal and external customers.
  • Ability to provide effective leadership to a group comprised of professionals and support staff
  • Ability to understand and evaluate complex issues along with evidence of ability to problem-solve.
  • Ability to work closely with diverse groups toward consensus.
  • Knowledge of State and federal regulatory requirements pertaining to all aspects of the workforce and welfare and fringe benefits, including statutory and tax code requirements, regulations and reporting procedures and Social Security guidelines. Proven expertise as benefits administrator and knowledge of retirement planning.
  • Highly developed and effective written and verbal communication
  • Demonstrated ability to write policy, procedures and prepare documents, reports and presentations.
  • Proficiency in computer applications including MS365- Teams, PowerPoint, Word, and Excel

Required Qualifications

Education and Experience: Bachelor’s Degree in Human Resources, Business Administration or related field with 8 years of progressive HR experience with at least 3 years in a specialized HR area such as but not limited to labor relations, talent acquisition, talent management, total rewards, HRIS management or Master’s Degree with 4 years of progressive HR experience including 2 years in a specialized HR area as described above. Experience must include supervising professional HR staff and proven track record of implementing and managing people processes, operations and systems.

Preferred Qualifications
  • Knowledge and experience working in Workday, PeopleSoft and PeopleAdmin
  • Master’s degree in Human Resources/ Labor Relations
  • Experience in a higher education and/or unionized environment.
  • Additional HR certifications (PHR/SPHR or SHRM-CP/SHRM-SCP)
  • Bilingual English/Spanish
