POSITION SUMMARY:

The Program Administrator is a responsible for monitoring Free At Last's program activities. The Program

Administrator's primary responsibilities are to administer Free At Last's service contracts, monitor program data, ensure compliance with funders, and develop and maintain systems that ensure data integrity. The Program Administrator works as part of a team with staff to enforce Free At Last policies/procedures, maintain program structure, and provide a safe environment for clients and staff.

DUTIES PERFORMED:

Monitor and maintain program compliance with all service contracts, state license and certification requirements, Drug Medi-Cal (DMC) policies and procedures, site visits, and funders.

Sustain and monitor a full statistical record keeping system to ensure data collection compliance and quality of monthly reports required for contractors and funders.

Maintain a centralized system to manage and track client files/forms, evaluation data, and other program management systems.

Work collaboratively with Chief Operations Officer, Program Directors and Counselors to strengthen/update record keeping system, data collection forms and procedures.

Review client weekly schedule and treatment plans monthly to ensure compliance with all contracts and licensing services.

Design and implement a centralized evaluation and tracking system for client treatment services and outcomes, using culturally relevant and modality appropriate data.

Adjust program reporting systems to accommodate changes in contract deliverables.

Provide routine progress reports to Chief Operations Officer on program outcomes, contract compliance, program deficiencies and corrective action plans.

Conduct quarterly mock site visits at each program site with Chief Operations Officer to strengthen Free At Last's quality management initiatives.

Orient/train program directors on documentation systems, data collection requirements, new/existing contract obligations, timelines, evaluation systems, and strategies for fulfillment of contractual obligations.

Serve as a community liaison to sustain existing collaborations and build new partnerships with resource agencies, public systems, and community partners to improve client services and coordination of the treatment systems.  Support management fundraising efforts through data collection, analysis and report generation for funding sources.  Complete work assignments in compliance with policies and procedures to avoid disallowances by funders for services provided (e.g., verify accuracy and completeness of data entry/paperwork).

Undergo cross-training to support program staff as assigned.

Cover front-desk Receptionist and Drop-ln Center responsibilities as assigned by supervisor.

Work as part of a team to avoid Fraud, Waste and Abuse of resources that may result in disallowances by funders.

Strengthen, establish and help maintain Free At Last's networks and communications channels with collaborating agencies.

Attend required staff and inter-agency meetings and training sessions as required.

Demonstrate professionalism, courtesy, collegiality, initiative and resourcefulness at all times.

Strive to achieve mutual respect and build self-esteem and motivation in all client settings.

Strive to develop friendly and positive relationships among staff, clients, volunteers and the general public.  Perform other duties as assigned by the supervisor.
