ManTech’s enterprise proposal group is a centralized, enterprise-wide talent-base responsible for designing, evolving, managing, and executing ManTech’s proposal best practices across the entire business development lifecycle. The Senior Executive Director is a key leadership role responsible for overseeing the proposal strategy and development process from start to finish. This individual manages teams of proposal managers, orals coaches, and compliance managers ensuring that high-quality, compelling proposals are delivered on time and in accordance with client requirements.Responsibilities include, but are not limited to:Transformational Leadership: Inspire and motivate others to achieve a common purpose defined by achieving or exceeding win rates and proposal rating targets as an enterprise, a proposal team, and as individuals. Create an engaged workforce empowered to innovate and shape ManTech’s future proposal success. Define and implement an effective proposal management operating model and organizational structure that is scalable and addresses company-wide needs.Team Leadership: Recruit, hire, and train a team of skilled proposal managers, orals coaches, and compliance managers. Provide ongoing coaching, mentorship, and performance feedback to team members. Foster a collaborative and high-performing team environment focused on winning.Proposal Development: Develop and implement best practices for proposal development and management. Oversee the entire proposal development process, including planning, writing, review, and submission (to include White Papers, RFI responses, acquisition shaping materials, etc.). Ensure proposals are compliant with RFP requirements and company standards.Stakeholder Relationship Management: Collaborate with Growth and Sector subject matter experts to understand client needs and develop winning proposal strategies. Build and maintain strong relationships with key internal and external stakeholders. Facilitate communication across departments to ensure proposal alignment with Sector needs and priorities. Foster collaborative relationships in all interactions and ensure Sector expectations of service are met.Process Improvement: Continuously evaluate and improve proposal development processes and tools. Identify and implement innovative approaches to enhance proposal quality and efficiency. Lead and coach the team to ensure accuracy, effectiveness, and adaptability of proposal processes (relentlessly eliminate ‘process for the sake of process’ mindsets).Reporting and Analysis: Track and analyze proposal win rates and other key performance indicators. Provide regular reports to senior management on proposal activity and outcomes.Basic Qualifications:Minimum 10 years’ experience in the federal procurement proposal environment, with at least five years’ of leading a multidisciplinary proposal center and managing/preparing proposals for a Federal Systems Integrator (FSI) with at least $3B in annual revenue.Proven track record of leading proposal teams who win complex federal contracts, including both proposals that are large and complex and deals that are quick turns with cross-trained resources. Organized, aggressive, and highly skilled professional with proven success driving large winning proposals in highly competitive systems engineering and professional service markets.Proven ability to apply organizational design/development/change management methods to build a high-performing proposal organization and upskill personnel to achieve win rates.Understanding of all aspects of the Federal acquisition process and ability to lead teams who shape acquisitions and who interpret and respond to competitive RFPs, sole source requests, OTAs, BAAs, and other acquisition types.Security Requirements:Current Top-Secret clearance preferred.ManTech International Corporation, as well as its subsidiaries proactively fulfills its role as an equal opportunity employer.
