POSITION SUMMARY:

The Lead Java Software Engineer will engage directly with Business Analysts, web application developers, Quality Assurance teams, business stakeholders, and others to architect and implement application code as specified and sanctioned through the Systems Request, Information Request, and Help Desk ticketing systems.

KEY RESPONSIBILITIES:
  • Design, maintain, and troubleshoot DTA Midrange applications utilizing JAVA, XML, and HTML, among other technologies.
  • Modify, maintain, and enhance program code as necessary to resolve issues and defects.
  • Investigate, analyze, and document reports, batch processes, and web-based functionalities.
  • Validate programs and program modifications by reviewing and/or preparing test data, executing test runs, and analyzing input and output data.
  • Collaborate with Business Analysts to clarify requirements and assess requests for new systems/programs or maintenance needs to evaluate feasibility, input/output procedures, and necessary system outputs.
  • Develop test plans, task lists, and status reports in accordance with agency standards, as required by Unit Manager/Supervisor/Director.
REQUIRED QUALIFICATIONS: SKILLS FOR SUCCESS
  • Proficient in Object-Oriented Analysis and Design utilizing Java and UML methodologies.
  • Extensive experience with Eclipse, including commonly used plug-ins and debugging techniques.
  • Expertise in SOAP and REST services, particularly with Apache CXF.
  • Familiarity with Java frameworks such as Spring or similar technologies, along with JQuery.
  • Comprehensive technical experience and development proficiency in Core Java, J2EE, JSP, Servlets, Struts, Web services, Spring, Hibernate, JavaScript, and AJAX.
  • Integration experience with Web Services/SOA and EJB, preferably on the JBoss platform.
  • Mastery in optimizing all tiers of applications on the JEE platform.
  • Strong backend development experience to create Data Layers using frameworks like Hibernate, JPA, etc.
  • Solid understanding of database concepts with practical knowledge of SQL and Stored Procedures.
  • Provide production support, including evaluating defects, investigating root causes, and devising solutions to address issues.
EDUCATION AND EXPERIENCE:
  • Bachelor's degree in Computer Science, Engineering, or equivalent professional experience.
  • 8-12 years of experience in solution design and hands-on development of web applications using Java EE and JBoss Server.
  • Familiarity with eligibility rules engines is advantageous.
  • Experience in the Health and Human Services domain is a plus.
  • Background in AGILE project development methodologies.
  • Proficient in Oracle, Unix Shell scripting, Stored Procedures, and complex SQL tuning.
  • Experience in developing both web and mobile applications.
