Head of People Management Services

Overview: Leads the comprehensive management of People and Culture systems, payroll, and centralized support for Turning Stone Enterprises, LLC. Provides expert guidance in designated areas to shape organizational strategy, while assisting operational departments in achieving their goals for attracting, retaining, rewarding, and developing talent. Fosters a robust organizational culture and brand by creating competitive offerings for team members, ensuring exceptional service levels, and enhancing the overall team member experience.
Compensation: Salary begins at $125,000, with potential for higher compensation based on experience.
Key Responsibilities:
- Delivers inspiring leadership, coaching, and mentorship to the People and Culture team to uphold the highest standards of operational support and maintain a reputation as an employer of choice.
- Offers specialized knowledge and support in People and Culture systems and payroll for existing and new business ventures, with a primary focus on government contracting and occasional involvement in hospitality, gaming, and retail sectors.
- Oversees multiple government contracts and development initiatives while ensuring adherence to acquisition regulations, including FAR and DFAR, and various government contracting methods.
- Facilitates regular training, evaluation, and service assessments for staff to guarantee effective support for all team members and departments; implements metrics and feedback systems to ensure accountability.
- Collaborates closely with operational and support teams, particularly Payroll, Legal, and Finance departments.
- Manages assigned budgets and conducts forecasting and planning to align with financial objectives; effectively allocates resources to meet goals.
- Ensures compliance in all relevant areas, demonstrating proficiency in labor, wage and hour laws, employment regulations, and applicable benefits and tax guidelines.
- Provides strategic direction regarding HRIS and related systems to enhance optimization, efficiency, and automation levels.
- Oversees all People-related data and documentation, ensuring security and efficiency in document management.
- Facilitates access to relevant People information and analysis for operational departments to support staffing and business planning decisions; promotes digital transformation through self-service tools and analytics.
- Establishes regular audits to verify the accuracy of team member compensation, benefits enrollments, and compliance with benefit plans.
- Must be willing to travel and attend periodic onsite meetings as required by business needs.
Qualifications:
- A minimum of 10 years of experience in People and Culture management within a large, operationally diverse organization, preferably in the information technology sector.
- At least 5 years of experience in government contracting, ensuring compliance with regulations and various contracting methods.
- A bachelor's degree in business management or human resources is required; a Master's in Human Resources or an MBA is preferred.
- In-depth knowledge of HIPAA, FMLA, ADA, ERISA, and other labor laws.
- Exceptional verbal and written communication skills, with proven business and technical writing capabilities.
- Strong analytical skills with experience in budgeting and financial analysis.
- Ability to provide leadership during extended hours and oversee staff working evenings and weekends.
- Proficient in MS Office and HCM management systems, preferably UKG/Ultipro or KRONOS.
