Under the supervision of the Accounting Administrator I (Supervisor) within the Assembly Bill (AB32) Special Funds Unit, the Associate Accounting Analyst will undertake complex accounting responsibilities for the California Air Resources Board (CARB) and the Office of the Secretary for Environmental Protection (CalEPA) funds associated with Assembly Bill 32. This includes oversight of the California Cap & Trade Program and the Cost of Implementation Account (COI). Key tasks involve revenue reconciliation and reporting for Cap & Trade auction proceeds, as well as the development and maintenance of the Greenhouse Gas Reduction Fund (GGRF) Administration System, which is designed to manage cash flow for the Greenhouse Gas Reduction Fund. The Associate Accounting Analyst will collaborate directly with various control agencies, including the State Treasurer's Office, State Controller's Office (SCO), Department of Finance (DOF), and California State Auditors, acting as a liaison with other state offices on behalf of CARB and CalEPA. Responsibilities also include preparing reconciliations for submission to DOF and working with CARB's DOF analyst and fund users to address discrepancies.

Work Environment

This role may offer the possibility of hybrid work arrangements, combining in-office presence with telework within the state. The extent of telework is determined by the agency's policies and is subject to the California Air Resources Board's (CARB) current telework guidelines. While telework may be supported, some in-person attendance is mandatory.

Positions at CARB may be eligible for telework, contingent upon operational needs and compliance with the telework eligibility criteria outlined in the CalEPA telework policy. Employees residing outside California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to their designated headquarters location at their own expense, as specified in their duty statement.
