OVERVIEW


The Fire Safety Operations Manager role is essential for ensuring adherence to local, state, and federal safety regulations within the institutional environmental health and safety framework.

This position plays a crucial role in influencing construction, maintenance planning, training related to fire life safety systems, and fire prevention initiatives.

KEY RESPONSIBILITIES


Project Oversight Provides expert knowledge and guidance to construction teams and fire safety contractors regarding the design, installation, and maintenance of fire and life safety systems and components.

A. Identify deficiencies during mandatory regulatory inspections

B. Address malfunctions or improper functioning of equipment

a. Develop work scopes for repairs or resolution of deficiencies

  • Review NFPA codes for compliance (ensure applicable codes are verified for resolution)
b. Gather quotes from contracted vendors and assess availability

C. Schedule and oversee work

a. Create and submit outage requests based on contractor availability, focusing on minimizing business disruption (typically during off-hours)

b. Coordinate with fire alarm and fire sprinkler technicians to ensure on-site presence during contractor work

c.

Assist in preparing pre-construction risk assessments (PCRA for Interim Life Safety Measures (ILSM) during outages, including coordination with various departments and external agencies such as the fire department and law enforcement)



d. Confirm work completion with technicians and contractors

e. Re-evaluate and review documentation to ensure all deficiencies are addressed


Training & Program Development Aids in creating technical specifications, schematic designs, and scopes for deficiency resolution, alongside training programs for staff in the form of ILSMs, classroom sessions, and hands-on training, including the creation of construction documents related to fire and life safety systems, including ILSM and Indoor Air Quality (IAQ).

May also conduct fire drills, supervise the fire warden and fire extinguisher program, and provide project management support for the replacement and repair of fire and life safety systems, while interfacing with fire safety contractors regarding the review of documentation associated with regulatory testing of fire and life safety systems for accuracy, and overseeing regulatory documentation for external accreditation reviews.

  • Coordination with local fire departments, building tours, and pre-planning
  • Divisional/Departmental Safety Fairs
Compliance Management Gathers data on building and system inspections regarding deficiencies and areas needing improvement

Regulatory Inspection/Testing Compliance (Portable Fire Extinguishers, Fire Alarm Systems, Fire Sprinkler Systems, Special Fire Suppression Systems, Fire Alarm Auxiliary Devices)

A. Review schedules for regulatory compliance within designated timeframes

B. Quality Assurance/Quality Control of inspection reports for adherence to regulatory requirements

C. Verification through follow-up inspections of deficient items for accurate code application

D. Compilation and management of documentation, with the ability to present for regulatory review to the State Fire Marshal and Joint Commission

E. Hot Work Permitting

F. Review of Policies and Procedures

G. Conduct fire investigations

A Bachelor’s degree in Engineering, Fire Safety, Architectural Engineering, or a related field is required. A minimum of three years of project management or construction management experience is necessary. Additional years of equivalent experience may substitute for the required educational degree on a one-to-one basis.

A valid Texas driver's license (Class A, B, or C) is required, depending on the type and weight of the vehicle operated and the number of passengers carried, along with a good driving record as verified by the Texas Department of Transportation (TxDOT).
