SCA Compliance Specialist

Job Summary:

The SCA Compliance Specialist is responsible for ensuring that Optum complies with the McNamara O'Hara Service Contract Act. This role assists businesses with SCA provisions and ensures accurate and timely payroll processing and SCA administration.

Key Responsibilities:

  • SCA Administration: Ensure accurate and timely SCA administration, including payroll processing, audit, issue research, and resolution.
  • SCA Employee Management: Identify SCA employee coverages and exemptions, and provide subject matter expertise on SCA provisions.
  • Contract Management: Provide SCA expertise on contract renewals, modifications, price-adjustments, solicitations, and re-solicitations.
  • Payroll Management: Map SCA employees accurately to corresponding labor codes in the DOL's SCA Directory of Operations, and ensure SCA employees are paid according to correct wage determinations.
  • Regulatory Compliance: Ensure regulatory required wage information is posted prominently for SCA employees, and assist with implementation, improvements, or changes of procedures and/or systems to increase efficiency and improve the existing SCA payroll processes.

Requirements:

  • Experience: 2+ years of experience working in government, legal, health care, managed care, and/or health insurance.
  • Payroll Experience: 2+ years of experience in payroll, including proficiency with SQL and Microsoft Excel.
  • Analytical Skills: Proven solid analytical and critical thinking skills.
  • Communication Skills: Proven excellent verbal and written communication skills.
  • Project Management: Proven ability to work in a challenging environment and manage multiple tasks with hard deadlines simultaneously.

Preferred Qualifications:

  • Experience: 4+ years of experience working in government, legal, health care, managed care, and/or health insurance.
  • Payroll Experience: 4+ years of experience in Payroll.
  • SCA Experience: 1+ year of experience with Service Contract Act.
  • Technical Skills: Intermediate or better proficiency with MS Word, MS Excel, and MS Outlook.
