Job OverviewPOSITION: PROPERTY MANAGER

Role Summary:
The Property Manager within our Affordable Management Division is tasked with comprehensive financial oversight, marketing initiatives, regulatory adherence, personnel supervision, and the management of physical assets for designated tax credit (LIHTC) or Section 8 communities.

Key Responsibilities:
  • Manage all tenant move-ins, move-outs, re-certifications, and interim processes in accordance with HUD and company standards.
  • Ensure compliance with relevant regulations on behalf of the owner/agent, including LIHTC Section 42, HUD Section 8/PRAC/HAP, HOME, HTF, etc.
  • Oversee adherence to Fair Housing regulations.
  • Guarantee that properties comply with their specific program regulations, interpret and apply IRS Section 42 and HUD guidelines, and recommend necessary compliance adjustments.
  • Prepare for and engage in management evaluations and physical inspections conducted by third parties, local or state housing authorities, and/or HUD.
  • Assist in the recruitment, interviewing, and training of community staff positions as needed.
  • Facilitate ongoing staff training, coaching, and guidance while monitoring performance and motivation.
  • Develop team members through constructive feedback and challenges, delegating responsibilities and special projects as required.
  • Maintain open communication with the Regional Property Manager regarding employee performance, documenting and addressing issues promptly.
  • Foster a harmonious work environment through effective leadership and positive role modeling.
  • Ensure timely completion of all administrative functions related to personnel, including performance evaluations, transfers, promotions, and timekeeping.
  • Uphold compliance with company policies, procedures, and industry regulations (e.g., HUD, IRS, HOME, HTF, RD, Fair Housing, OSHA, Safety, etc.).
  • Ensure that team members adhere to safety protocols and company policies for incident reporting.
  • Collaborate closely with maintenance personnel to manage property maintenance programs, ensuring prompt and courteous responses to resident maintenance requests that meet or exceed company standards.
Compliance Duties:
  • Oversee all tenant move-ins, move-outs, re-certifications, and interim processes as mandated by HUD and company guidelines.
  • Monitor regulatory compliance on behalf of the owner/agent with applicable regulations (LIHTC Section 42, HUD Section 8/PRAC/HAP, HOME, HTF, etc.).

  • Verify that each property adheres to its specific program regulations.
  • Interpret and apply IRS Section 42 and HUD regulations, recommending compliance adjustments as necessary.
  • Prepare for and participate in management reviews and physical inspections by third parties, local or state housing authorities, and/or HUD.
Qualifications:
  • SC Property Manager's License or PMIC License is required.
  • Experience in Affordable/Tax Credit (LIHTC) management is preferred, with relevant designations strongly desired.
  • Familiarity with apartment management laws and regulations at federal, state, and local levels.
  • Understanding of expense management and financial oversight.
  • Possession of a valid driver's license or reliable means of transportation for attending meetings and events.
