The Program Specialist II (PS II) serves as a subject matter authority in child welfare, collaborating closely with other specialists and project leadership. This role is pivotal in ensuring the effective design and implementation of training and technical assistance (T/TA) initiatives for JBS projects and programs. The PS II may also provide mentorship and direction to staff and consultants, facilitating the delivery of high-quality T/TA while adhering to established project protocols.

KEY RESPONSIBILITIES:
  • Maintain up-to-date expertise in the field, identifying trends, emerging challenges, policies, and evidence-based practices (EBPs) to share with program staff, other specialists, senior management, and relevant stakeholders.
  • Engage with assigned project/client contacts, addressing inquiries, participating in discussions, and providing timely insights on trends, issues, policies, and EBPs, while offering strategic recommendations for effective T/TA approaches.
  • Ensure that all T/TA activities conducted by the PS II align with contractual obligations and client requirements.
  • Oversee the planning and execution of all T/TA, ensuring comprehensive documentation of activities in a timely manner.
  • Collaborate with other specialists and the project's senior management to assess T/TA needs, analyze effectiveness, identify emerging issues, and develop long-term strategies for enhancing grantee performance.
  • Recognize and document both challenges and successes to facilitate the sharing of lessons learned and improve T/TA delivery efficiency.
  • Work with peers to promote information exchange among all grantees involved in various projects.
  • Contribute to the development and finalization of written deliverables, including reports, technical documents, and presentations as required by clients.
  • Guide and potentially supervise assigned T/TA staff in executing support and logistical tasks necessary for effective T/TA delivery.
  • Develop scopes of work for consultants and assist in their recruitment and selection.
  • May participate in proposal development and business growth initiatives.
MINIMUM QUALIFICATIONS:

Education:

  • Master's degree in a relevant discipline.
Experience:
  • A minimum of 15 years of relevant professional experience.
  • Proven expertise in child welfare and related human services areas.
  • Demonstrated advanced knowledge in public child welfare practices, including prevention, safety, permanency, and overall child and family well-being.
Language Skills:
  • Fluency in English (both oral and written).
PHYSICAL AND MENTAL REQUIREMENTS:
  • Ability to sit for extended periods at a desk or workstation.
  • Regular use of a computer, keyboard, and mouse.
  • Normal or corrected vision for reading documents and viewing screens.
  • Ability to hear and comprehend spoken information in person and over the phone.
  • Minimal lifting and carrying of light office supplies or documents may be required.
  • Ability to navigate the office environment to access equipment and interact with colleagues.
  • Capacity to manage occasional stress related to deadlines and workloads.
PREFERRED QUALIFICATIONS:

Experience: 3 years of direct program management experience, with at least 2 years in a supervisory role. Experience in consulting and contract management, as well as federal government contracting, is desirable. Demonstrates respect for cultural diversity and possesses strong writing and communication skills.

Knowledge:
  • Familiarity with current and emerging issues relevant to assigned grant programs.
  • Utilizes a strengths-based approach in delivering T/TA and collaborating with others.
Software Proficiency:

Proficient in Microsoft Office Suite (Excel, Outlook, PowerPoint).
