The Solid Waste Management Program within the Washington State Department of Ecology is seeking to fill a Program Budget Manager (WMS Band 2) position. Telework Options: This position supports a hybrid work schedule, allowing for a blend of remote and in-office work, reducing commute times and environmental impact. Key Responsibilities

What makes this role unique?

In this capacity, you will be the primary liaison for all budgetary and financial issues, collaborating with the Chief Financial Officer (CFO), Program Manager, and other senior management. You will provide consultative support regarding budget policies and procedures, regularly advising on decisions that affect agency practices. Your role will include making strategic decisions on budget requests, fiscal notes, and financial planning actions, utilizing historical data to forecast future conditions.

Responsibilities include:
Overseeing and managing budgets of approximately $100 million for various program activities; projecting revenue and expenditure trends; preparing and recommending budget adjustments and funding strategies; providing accurate financial data to management; and advising on budget allocation requests. Delivering reliable guidance and consultation in financial management to ensure the stability of the Solid Waste Management Program. Advising on changes to budget and financial policies while consulting with senior management on implications for agency practices. Ensuring accurate and timely reporting on budget performance, advising management on potential issues, and implementing solutions to align with agency goals. Interpreting budget policies for staff and recommending necessary changes; advising on legislative and policy implementations. Managing the fiscal note process and mentoring staff on preparing accurate fiscal notes efficiently. Adapting to a fast-paced environment with changing responsibilities and deadlines.

Qualifications

Required Qualifications:
A total of 9 years of experience and/or education as outlined below:

Extensive experience in senior-level financial functions within budget, accounting, or program management, including familiarity with Washington state budget processes. At least two years of management experience, including organizational development and strategic planning.

Education: A degree in accounting, finance, or a related field is preferred.

Desired Qualifications:

Five years of experience in budget management within a Washington State Agency. Proficiency in Washington State budget and accounting systems. Strong communication skills, capable of conveying complex information to diverse audiences.
