Job Overview:

The Texas Department of Aging & Disability Services is seeking a dedicated professional to perform essential accounts payable functions and act as a key resource for the Regional Accounting Office. This role operates under general supervision, allowing for the exercise of initiative and independent judgment. The incumbent will be responsible for auditing the work of colleagues to ensure accuracy and timely corrections.

Key Responsibilities:
- Serve as the primary liaison with State Office Accounting, Budget, Purchasing, Asset Management, vendors, and other state agencies.
- Assist both external and internal clients in understanding Accounts Payable regulations and procedures.
- Conduct research and resolve discrepancies while analyzing and processing financial transactions.
- Provide backup support for team members as needed and document customer requirements to enhance service delivery.

Essential Duties:
- Maintain regular attendance in accordance with agency policies.
- Process invoices and prepare purchase vouchers for goods and services using HHSAS Financials, ensuring valid purchase orders and contracts are in place prior to payment.
- Facilitate timely invoice payments to prevent interest assessments, coordinating with Business Services for necessary receiving reports.
- Monitor contract purchase orders to ensure compliance with budget limits and follow up with vendors for outstanding invoices.
- Act as a Super User or backup in the purchasing process, managing requisitions and ensuring accurate data entry in HHSAS Financials.
- Assist in managing the Office Depot On-Line Supply Purchasing System and compile financial reports for budget monitoring.
- Process accounts receivable by managing incoming checks and preparing receipts for appropriate budget allocation.

Required Knowledge, Skills, and Abilities:
- Comprehensive understanding of payment and procurement policies.
- Proficiency in advanced accounting principles and automated financial systems, including HHSAS Financials.
- Strong skills in data analysis, auditing, and financial reporting.
- Ability to communicate effectively and maintain professional relationships.
- Capacity to manage multiple tasks and meet deadlines independently.
- Competence in using standard office software and equipment.
