Budget Analyst III

The Regional Financial Services Officer will assist in the development of regional operating budgets and manage all budget expenditures to ensure effective use of funds.
Key Responsibilities:- Assist in the development and production of monthly budget and statistical reports.
- Compile information using bookkeeping skills, HHSAS Financials, and Excel to produce financial reports and summarize financial transactions that impact the regional budget.
- Assist in the management of regional fiscal functions, including accounts payable and accounts receivable.
- Serve as the region's superuser in the purchasing pre-requisition process.
- Perform advanced administrative work in payment accounting, maintaining files and logs, receiving and responding to inquiries from staff and vendors.
- Provide technical assistance to program and support staff on the use of funds, fund availability, and budget procedures and policies.
- Assist vendors, staff, and management with budget and accounts payable inquiries.
- Plan, assign, and/or supervise the work of others.
- Attend work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned.
- Assist in the management of regional fiscal functions, including accounts payable, accounts receivable, and the online supply ordering system.
- Audit purchase vouchers before submitting to central office to ensure that purchasing vouchers have appropriate account codes, Dept. ID, invoice number, service date, and amount, and that HHSC payment policies and procedures are followed.
- Upon request, serve as the Financial Services liaison with other agencies, Central Office, and regional staff.
- Knowledge of accounting, budgetary, and management concepts, principles, practices, and procedures.
- Knowledge of agency payment policies and procedures.
- Knowledge of automated accounting systems, such as HHSAS Financials, USAS, and Neubus.
- Skills in the use of standard agency computer hardware and software, such as Microsoft Office Suite.
- Skills in working accurately with numerical data.
- Skills in using a calculator, personal computer, and related office equipment.
- Ability to maintain effective working relationships with others.
- Ability to communicate effectively orally and in writing.
