Job Overview

Position Summary

This role operates under the general oversight of the Senior Residential Building Inspector and involves evaluating the construction, modifications, and/or renovations of residential properties to ensure adherence to approved plans and relevant regulations. The position is responsible for enforcing compliance with state building, mechanical, electrical, energy, and accessibility codes, as well as pertinent county regulations.

Key Responsibilities

  • Conducts inspections and enforcement activities on residential construction projects to verify compliance with approved plans and applicable codes.
  • Assesses and ensures the proper installation of new mechanical systems, including heating units, air conditioning systems, fireplaces, and ventilation to comply with the Kentucky Residential Code.
  • Performs urgent structural assessments to guarantee safety and structural integrity for the public and occupants.
  • Monitors county roads for unauthorized construction activities and follows up on cease work orders.
  • Implements county regulations concerning building codes and subdivision rules.
  • Communicates effectively with builders, architects, legal professionals, and others regarding code interpretation, violations, and necessary corrective measures.
  • Reviews building plans to prepare for site inspections and identify applicable codes.
  • Collaborates with residential plans examiners on building plan interpretations and relevant codes.
  • Interprets technical construction data, including engineering test reports and soil assessments.
  • Applies safety principles as outlined in departmental policies; identifies unsafe practices and conditions for supervisor attention.
  • Participates in mandatory state training sessions to stay updated on building codes and enforcement techniques.
  • Handles administrative tasks such as completing forms, initiating enforcement actions, and reviewing project progress.
  • Inspects residential sidewalks and driveway aprons located in the right of way.

  • Maintains and organizes files as necessary.
  • Delivers relevant information to supervisors.
  • Performs general maintenance tasks.
  • Ensures accountability for all inspection equipment.
  • Keeps various logs, records, and files, generating reports as needed.
  • Adheres to all safety protocols and employs defensive driving techniques.
  • Completes other related duties as assigned.

Qualifications

  • Minimum of three (3) years of experience in a relevant construction role, such as a foreman, with the ability to effectively read and interpret building plans and specifications, or three years in an architect or engineer's office performing design or drafting tasks.
  • Associate degree in a design, building technology, or construction-related field from an accredited institution.

Language Proficiency

  • Ability to read, analyze, and interpret policies, procedures, and regulations.
  • Strong oral, written, and listening communication skills.
  • Capability to manage sensitive issues effectively.

Mathematical Skills

  • Proficient in basic arithmetic operations using whole numbers, fractions, and decimals.

Reasoning Skills

  • Identifies problems, gathers data, establishes facts, and draws valid conclusions.
  • Interprets a variety of technical and instructional information.
  • Makes decisions that align with the County's best interests and departmental objectives.

Certifications and Licenses

  • Must possess or be able to obtain certification as a minimum Level I Building Inspector from the Kentucky Department of Housing, Buildings and Construction within 18 months of hire.
  • Must possess or be able to obtain a valid motor vehicle operator's license from the Commonwealth of Kentucky.

Knowledge and Skills

  • Extensive knowledge of modern building construction methods, materials, and techniques to assess compliance with applicable codes and approved plans.
  • Thorough understanding of building construction and relevant codes to identify violations during inspections.
  • Familiarity with materials, methods, and practices related to mechanical systems installation and repair.
  • Knowledge of county ordinances related to building codes and flood damage prevention.
  • Understanding of the county road system or the ability to learn.

Physical Requirements

  • Ability to endure extended periods of standing, sitting, walking, and climbing.
  • Capability to work at significant heights for inspections.
  • Ability to lift a minimum of 50 pounds.
  • Good eyesight for conducting inspections and reviewing plans.
  • Ability to work in various weather conditions and potentially hazardous situations.

Work Environment

  • Combination of office and fieldwork, including outdoor inspections in all weather conditions.
  • Involves inspections of residential and commercial properties.
