Job Overview

Position Summary

This role operates under the general oversight of the Senior Residential Building Inspector and involves the examination of construction, extensions, and modifications of residential properties to ensure adherence to sanctioned plans and specifications in accordance with relevant codes. This position mandates the enforcement of compliance with State building, mechanical, electrical, energy, and accessibility regulations, as well as pertinent County ordinances.

Key Responsibilities

  • Conducts inspections and enforcement actions on residential construction projects to verify compliance with approved plans and applicable codes.
  • Assesses and ensures the correct installation of new mechanical systems, including heating units, air conditioning systems, fireplaces, and ventilation systems, to comply with the Kentucky Residential Code.
  • Performs urgent structural evaluations to confirm the integrity of structures and the safety of occupants.
  • Monitors county roadways for unauthorized construction activities and follows up on cease work directives.
  • Implements county regulations related to building codes and subdivision standards.
  • Effectively communicates with builders, architects, legal professionals, and others regarding building code interpretations, violations, and necessary corrective measures.
  • Reviews building plans to prepare for site inspections and identify applicable codes.
  • Collaborates with residential plans examiners on the interpretation of building plans and relevant regulations.
  • Analyzes technical construction data, including engineering test reports and material specifications.
  • Applies safety protocols as outlined in departmental policies; identifies and reports unsafe practices and conditions to supervisors.
  • Participates in mandatory state training sessions to stay updated on building codes and enforcement techniques.
  • Handles administrative tasks such as completing forms, initiating enforcement actions, tracking project progress, scheduling inspections, and gathering information for discussions.
  • Inspects residential sidewalks and driveway aprons located within public rights-of-way.

Additional Responsibilities

  • Maintains and organizes files as necessary.
  • Collects and provides relevant information to supervisors.
  • Performs general maintenance tasks, including cleaning and organization.
  • Responsible for the upkeep of all inspection equipment.
  • Keeps accurate logs, records, and files, generating reports as needed.
  • Adheres to all safety regulations and practices during work activities.
  • Completes other related duties as assigned.

Qualifications

  • Minimum of three (3) years of experience in a relevant construction role, such as a foreman, with the ability to read and interpret building plans and specifications, or three years in an architect or engineer's office engaged in building design or drafting.
  • Associate degree in a design, building technology, or construction-related field from an accredited institution.

Skills and Abilities

  • Strong ability to read, analyze, and interpret policies, procedures, and governmental regulations.
  • Excellent oral, written, and listening communication skills.
  • Ability to manage sensitive issues with discretion.
  • Proficient in basic mathematical operations using various units of measurement.
  • Capable of defining problems, collecting data, and drawing valid conclusions.

Certifications and Licenses

  • Must possess or be able to obtain certification as a minimum Level I Building Inspector from the Kentucky Department of Housing, Buildings and Construction within 18 months of employment.
  • Must possess or be able to obtain a valid motor vehicle operator's license from the Commonwealth of Kentucky.

Knowledge and Skills

  • Extensive knowledge of modern building construction methods, materials, and techniques to assess compliance with codes and approved plans.
  • Thorough understanding of building codes to identify violations during inspections.
  • Familiarity with the installation, operation, and repair of mechanical systems and components.
  • Knowledge of County ordinances related to building codes and flood damage prevention.
  • Understanding of the County road system or the ability to learn.

Physical Requirements

  • Ability to endure extended periods of standing, walking, and climbing.
  • Capability to work at heights, including roofs and scaffolding, for inspection purposes.
  • Ability to lift at least 50 pounds.
  • Good eyesight for conducting inspections and reviewing plans.
  • Ability to work in various weather conditions and potentially hazardous situations.

Work Environment

  • Combination of office and fieldwork, including outdoor inspections in all weather conditions.
  • Involves inspections of residential and commercial buildings.
