Qualifications:
  • A bachelor's degree in accounting or finance is essential; CPA or MBA is preferred.
  • Extensive understanding of federal fund accounting principles and U.S. Government Standard General Ledger.
  • At least 5 years of experience in a federal agency environment conducting A-123 IPERA, Internal Control, and/or Audit Readiness evaluations.
  • Minimum of 5 years' experience in auditing federal financial operations, including compliance assessments.
  • Proven experience in reconciliation projects related to federal financial operations, particularly concerning U.S. Treasury payment processes.
  • Demonstrated ability to lead and coordinate the efforts of subordinate staff in similar projects.
  • Familiarity with automated financial management systems, especially those utilized by federal agencies.
  • Strong oral and written communication skills.
  • Experience in delivering training sessions for various group sizes is preferred.
  • Excellent interpersonal skills, with the ability to foster effective relationships at all organizational levels.
  • Capacity to inspire and motivate team members.
  • Proficient in Microsoft Office Suite, including Access, Word, Excel, and PowerPoint.
  • Willingness to travel approximately 10% of the time.
Key Responsibilities:
  • Provide expert guidance to agency personnel and management on accounting practices, regulatory interpretations, and basic management principles to enhance financial control and accountability.
  • Document internal controls and develop testing plans for financial reporting as mandated by relevant guidelines.
  • Create process maps and conduct risk assessments.
  • Collaborate with various offices and external entities to gather necessary information for related tasks.
  • Conduct compliance reviews and prepare detailed reports.
  • Offer recommendations for operational improvements as needed.
  • Monitor project progress and prepare periodic status reports as required.
  • Analyze payment processes and conduct sampling related to compliance and financial audits.
  • Review and update Standard Operating Procedures documentation.
