Position Overview:

The Water Quality Program within the Department of Ecology is seeking to appoint an Environmental Engineering Facility Specialist (Environmental Engineer 5). This role is pivotal in addressing the evolving engineering challenges and trends related to industrial wastewater management and regulatory compliance.

As the Environmental Engineering Facility Specialist, you will be at the forefront of providing engineering and regulatory oversight for industrial and municipal wastewater discharges, ensuring the protection and preservation of water quality across the state. Your expertise will be essential in representing the section on emerging industrial stormwater and wastewater trends.

Key Responsibilities:
  • Negotiate and prepare wastewater discharge permits for industrial and municipal facilities.
  • Apply advanced engineering techniques to complex projects, including those involving mining activities and clean energy initiatives.
  • Develop permit conditions based on legal and technical requirements, utilizing mathematical models for environmental assessments.
  • Engage in technical negotiations with stakeholders to resolve complex environmental engineering issues.
  • Conduct compliance inspections and prepare detailed reports for facilities.
  • Provide technical support in legal matters related to permit appeals and enforcement actions.

Work Environment:
This position offers a flexible hybrid work schedule, allowing for a balance between remote work and in-office responsibilities. Initially, full-time office presence is required for onboarding, followed by eligibility for a predominantly telework schedule.

Qualifications:

Required:
  • Registration as a Professional Engineer in Washington or equivalent.
  • Five years of experience in environmental engineering.
Desired:
  • Experience with National Pollutant Discharge Elimination permits.
  • Background in wastewater and stormwater treatment.
  • Strong communication skills, particularly in technical writing.
