If you possess a robust technical background and exceptional problem-solving abilities, we are seeking an experienced Intelligence Community Program Manager with a solid foundation in Data Management and IT. This role involves providing strategic guidance and support to senior government directors for ground enterprise solutions within the Intelligence Community (IC) and Department of Defense (DoD).

This program offers Systems Engineering Technical Advisor (SETA) and Systems Engineering & Integration (SE&I) services to an IC client, emphasizing the acquisition and operation of complex mission systems and their supporting IT infrastructure. The contract support is integral to the customer’s core team, focusing on all phases of the systems life cycle, including CONOPS development, requirements capture, collaboration with developers for capability delivery, testing for compliance with requirements, transition to operations, and ongoing operational support. Additionally, the program fosters innovation and technology development while providing acquisition and project management assistance to government program managers and IT security support.

The selected candidate will engage in frequent client interactions and support the development of system and mission strategies across various ground offices. Daily collaboration with the customer and supporting contractors is essential, as adherence to customer standards and processes is required throughout the program's life cycle. Responsibilities include, but are not limited to:

  • Collaborating with team leads, program managers, and acquisition professionals to ensure that acquisition strategies yield technically viable outcomes that align with customer needs.
  • Integrating new systems and initiatives to meet customer and mission partner requirements while working closely with developers and users in operational settings.
  • Onboarding diverse data types from multiple sources.
  • Developing technical solutions to facilitate database exploitation.
  • Translating complex technical findings into compelling narratives, presented graphically, verbally, or in written form.
  • Assisting in the preparation of presentations and reports.
  • Monitoring system and segment schedules while recognizing dependencies.
  • Identifying risks and opportunities.
  • Facilitating meetings and information sessions.
  • Demonstrating prior experience in agile development.
  • Signing and adhering to Non-Disclosure Agreements and Confidentiality Agreements.
Qualifications

Required:

  • A technical degree with 10 to 12 years of experience (BS/BA), 8 to 10 years (MS/MA), or 5 to 7 years (PhD).
  • Must possess and maintain a TS/SCI clearance with Polygraph.
  • Experience within the Intelligence Community.
  • Ability to lead efforts in resolving IT technical challenges.
  • Experience in developing technical solutions for database and file exploitation, with knowledge of intelligence collection methods and processes.
  • Strong project management skills with the ability to succinctly brief project status to senior leadership.
  • Familiarity with DoD/IC acquisition policies and procedures.
  • Application of Agile principles in managing government/contractor software development teams across various projects.
