New Mexico Operations Deputy Assistant Director, Engineering and Operations

Job Summary:
The National Radio Astronomy Observatory (NRAO) is seeking a highly skilled and experienced Deputy Assistant Director, Engineering and Operations to provide direct support to the Assistant Director of New Mexico Operations. The successful candidate will be responsible for implementing processes for tracking and monitoring progress on goals, and will be the point-of-contact for budget, administration, and operations as relates to department activities.
Key Responsibilities:
- Lead the development and coordination of project and operations plans, including budget, timeline, and resource requirements.
- Coordinate activities in the Electronics and Engineering Services Divisions, including support for major maintenance visits.
- Oversee the daily operations of assigned projects and divisions, including monitoring progress, expenditure, milestone delivery, reporting, and personnel management.
- Facilitate selection, training, and development of staff capable of meeting current organizational needs and future department requirements.
- Review and edit all communications and recommendations from the Divisions for clarity, consistency, appropriateness, and accuracy.
- Address high-level personnel matters in Electronics and Engineering Services.
- Coordinate and partner with Human Resources, Budget, and Administration to ensure operations are in compliance with set protocols and policies.
- Provide input to NRAO HQ on New Mexico Operations Key Performance Indicators.
- Provide high-level technical and engineering oversight of designs, plans, and procedures originating from the Divisions.
- Ensure that projects are planned and completed within established controls and according to Observatory and department priorities.
- Serve as the facilities point of contact between New Mexico Operations and Mauna Kea Support Services.
- Serve as the New Mexico Operations primary point of contact for NRAO EPO activities at the VLA site.
- Serve as the primary point of contact between New Mexico Operations and ES&S to ensure a safe and compliant work environment.
- Represent New Mexico Operations management at Employee Safety Committee Meetings.
- Assist in the preparation, maintenance, and reviewing of Observatory planning and reporting documents.
- Maintain the VLA and VLBA risk register(s) for New Mexico Operations.
Requirements:
- Bachelor's degree in engineering, physical science, or related field, or an equivalent combination of education and experience.
- At least seven years of highly relevant and progressive experience.
- Excellent analytical, communication, and organizational skills.
- Attention to detail is critical.
- Ability to communicate effectively both verbally and in writing.
- Strong leadership ability and ability to act as a change agent.
- Proven ability to work technical issues and develop action plans for closure.
- Strong project management skills with an understanding of associated processes.
- Experience in budget planning, development, and control, and financial management.
- High level of competency in Microsoft software products and web-based systems.
