Amentum is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory, and mentoring services to host nations under the Criminal Division's International Criminal Investigative Training and Assistance Program (ICITAP).

ICITAP is a cornerstone of America's global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law, and enhancing human rights in developing countries. Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance, and Training (OPDAT) programs.

Position Overview:

Amentum is currently seeking a qualified candidate to serve as a Lead Advisor for the Global Countering Iranian-Backed Proxies Program. This position will be responsible for providing strategic guidance on the overall approach of the program and spearheading solutions to identified gaps. This position will also be responsible for conducting various trainings, workshops, assessments, and equipment donations to law enforcement and counterterrorism agencies around the world. In this position, the candidate will also work closely with ICITAP Headquarters staff to continue US Government and partner countries' efforts to strengthen bilateral and regional capacity for countering malign Iranian influence and Hizballah's activities.

Key Responsibilities:

  • Engage with partner countries, organizations, and relevant officials to assess and strengthen bilateral and regional capacity for countering malign Iranian influence and Hizballah's activities.
  • Engage with partner countries and organizations to develop a common understanding of the threat, exchange best practices, and identify gaps and further assistance needs.
  • Provide strategic guidance on the direction, strategy, and needs of the program.
  • Provide technical assistance and mentorship via workshops, trainings, equipment donations, etc. to bolster counterterrorism skillsets for law enforcement professionals.
  • Facilitate rapid deployment of subject-matter experts to provide technical assistance in the identified partner nation.
  • Contribute to the development of program activities and reporting on outcomes.
  • Assess partner countries' existing capacities for counterterrorism in law enforcement, particularly as it relates to the program's objective.
  • Drafting after-action reports, as well as bi-weekly, monthly, and quarterly reports to summarize activities and track progress of the project.
  • Conduct regular TDY travel to selected countries for the purpose of mentorship, evaluation, assessment, and equipment donations efforts.

Required Skills and Qualifications:

  • Minimum of Bachelor's degree from an accredited institution in international relations, law enforcement, justice studies, public policy, or related field; preferred Master's degree.
  • Intimate knowledge of Hizballah and other Iranian-backed proxies.
  • Minimum ten to fifteen years' experience in law enforcement, with preferred senior leadership rank.
  • Demonstrated ability to liaise effectively with partner governments, foreign officials, and international organizations.
  • Knowledge and experience working with capacity building and strategy development in the law enforcement and counterterrorism arena.
  • Experience with conducting trainings and workshops with culturally diverse participants.
  • Proven ability to exercise a high degree of professional judgment and diplomacy at all times.
  • Ability to work in a fast-paced environment with minimal guidance.
  • Clearable: Must be able to obtain and maintain a Top-Secret clearance.
  • US Government Clearance. Note: US Citizenship is required to obtain a Top-Secret Clearance.

Desired Qualifications:

  • Familiarity with foreign assistance projects and USG processes to include interagency agreements.
  • Experience engaging regional and international partners, including INTERPOL and the United Nations.
