Job Title: Business Systems Analyst 2

This is a challenging opportunity to join the New York State Department of Health as a Business Systems Analyst 2. The successful candidate will play a vital role in bridging the gap between business needs and technological solutions.

Job Summary:

The Business Systems Analyst 2 will be responsible for gathering and analyzing business requirements, analyzing data to understand the current state of business operations, and documenting system findings and recommendations. The ideal candidate will have experience working as a Business Analyst with State agencies and familiarity with the Software Development Life Cycle (SDLC).

Key Responsibilities:
  • Gather and analyze business requirements through research and interviews with stakeholders.
  • Analyze data to understand the current state of business operations and identify areas for improvement.
  • Document system findings and recommendations into clear, concise, and easy-to-understand formats.
  • Collaborate with the PMO team, both internal and external team members, as it relates to business needs and functional specifications.
  • Assist with testing and user adoption, participate in user acceptance testing (UAT) to ensure the developed solution meets business requirements.
  • Assist with the development and maintenance of training materials to ensure a smooth user adoption process.
  • Ensure effective communication and collaboration between parties and as it relates to project goals, including the completeness of business requirements documentation and adherence to project timelines and priorities.
Requirements:
  • Three (3) or more years of experience working as a Business Analyst with State agencies.
  • Familiarity with the Software Development Life Cycle (SDLC).
  • Ability to apply industry best practices and state/federal mandates to system requirements.
  • Experience identifying project risks/issues and proposing solutions.
  • Relevant current industry certifications.
  • Ability to work independently and manage work to a defined schedule.
Preferred Qualifications:
  • Three (3) or more years of experience leading and managing Application Analysis, functional test planning, and test execution activities with a focus on Health and Human Service domain.
  • Three (3) or more years of experience with configuring automated testing using tools such as Selenium or Katalon Studio or related tools.
  • Bachelor's/Master's degree with coursework in Information Technology, Business, or Public Administration, Project Management, and/or Communications.
