Job Summary

The New York State Office of Mental Health is seeking a highly skilled Business Systems Analyst 2 to join our team in the Central Office. As a key member of our team, you will be responsible for leading, managing, and coordinating OMH activities and projects to support, maintain, and enhance OMH clinical and business systems.

Key Responsibilities
  • Lead time-sensitive, special projects for OMH business units and stakeholders to increase operational efficiency and efficacy through the use of available software solutions.
  • Under the direction of the BSA 4, oversee a multi-disciplinary team of BSA 1s, BSATs, IT specialists, contractors, and vendors.
  • Create and maintain project task plans for several projects, including Application Rationalization Implementation, OMH Modernization, and CERNER RHO.
  • Assist in the development and monitoring of OMH's project management policies and procedures, including complete cost, gap, and fit analyses, tracking resource allocation, and developing risk reports.
  • Perform a variety of administrative functions related to the centralized business analysis office, including supervisory duties for direct reports and ensuring proper supervisory management exists for indirect reports.
Requirements
  • Must have a bachelor's or higher degree and three years of business analysis experience, where primary duty was performing three of the five following activities: using business analysis techniques to elicit requirements, using business analysis techniques for identifying solutions, describing system requirements in a comprehensive written document, validating requirements throughout the product/system development life cycle, and verifying requirements throughout the product/system development life cycle.
  • Must have one year of permanent status as a Business Systems Analyst 2 and be eligible for lateral transfer or be eligible to transfer via Section 52.6 of the Civil Service Law.
Working Conditions

This position is full-time and requires a 37.5-hour workweek, with a workday from 8 AM to 5 PM, Monday through Friday. Telecommuting is allowed, but specific scheduled hours and availability will be discussed during the interview process.
