Job Overview

MINIMUM QUALIFICATIONS:

High School Diploma or GED Certificate required.

Bachelor's Degree in Construction Engineering, Civil Engineering, or Environmental Engineering from an ABET accredited institution, with a focus on civil or environmental engineering.

A minimum of 3 years of experience in Construction or Civil Engineering related to water supply, distribution, treatment, and wastewater systems.

At least 3 years of supervisory experience is necessary.

Proficiency in AutoCAD and other engineering software applications is preferred.

Engineering in Training (EIT) or Professional Engineer (PE) registration is desirable.

A valid Driver's License is required (subject to review of driving record).


KEY RESPONSIBILITIES:

Enhance team performance through effective counseling, training, and corrective action recommendations; plan, delegate, monitor, and evaluate job tasks and outcomes efficiently.

Supervise personnel, including work allocation, time approval, hiring, training, orientation, and resolving issues; assess performance and recommend personnel actions; inspire employees to reach optimal productivity and performance levels.

Establish measurable performance expectations for team members aligned with departmental goals.

Identify and resolve work-related challenges; propose strategies to motivate staff toward achieving objectives.

Assign daily tasks to staff and evaluate their performance; monitor the progress of ongoing projects.

Compile special reports in response to internal and external inquiries to provide accessible data for reliable analysis and management review.

Meet financial goals by preparing and managing the annual budget; present and justify budget proposals to relevant personnel.

Conduct various civil engineering tasks to support the design, construction, operation, and maintenance of water supply, distribution, treatment, and wastewater systems.

Develop construction plans, specifications, cost analysis, requests for proposals, and other contract documents while collaborating with consultants, engineers, developers, contractors, and other relevant agencies.

Oversee project management and construction supervision for capital, operational, and emergency projects.

Prepare comprehensive engineering studies, reports, and plans.

Maintain system operations databases and information files.

Review, update, and revise operation and maintenance programs and manuals as necessary.

Ensure compliance with permit and funding source requirements through regular report updates.

Respond to requests from the district to assist with system operation and maintenance issues.

Monitor system operations for regulatory compliance; prepare remedial action plans and respond to inquiries from regulatory agencies.

Maintain operating permits, including water use and wastewater discharge permits.

Engage in public meetings and awareness initiatives; address inquiries and complaints from external agencies and customers.

Manage, supervise, and schedule staff by setting performance goals, allocating resources, and assessing policies for direct reports, including selection, training, and performance evaluations.

Participate in the preparation and management of annual Capital and Operational budgets; maintain budget and project status reporting systems.

Identify external funding opportunities and provide necessary information for funding applications; track the progress of these applications.

Enhance professional and technical knowledge by conducting research, attending seminars, workshops, and conferences, reviewing professional literature, and networking with representatives from contracting agencies and related organizations.

Perform additional duties as assigned.
