Community Development Contracts Specialist

We are seeking a highly skilled Contract Management Specialist to join our team. The successful candidate will be responsible for developing and managing contracts, as well as providing technical assistance to internal and external partners.
Key Responsibilities- Develop and manage contracts ranging from medium to high complexity
- Develop and prepare specifications for requests for applications, requests for proposals, and requests for quotes as appropriate
- Conduct negotiations for a range of solicitations and agreements
- Assist programs in the development and evaluation of solicitations
- Facilitate contract management functions with internal and external divisions
- Provide technical assistance, including developing performance measures and implementing contractual policies
- Demonstrated knowledge of contracts and the contracting process, specifically the Code of Federal Regulations (CFR) 200
- Knowledge and understanding of general accounting principles and concepts (GAAP), specifically accounts payable
- Proven experience managing contracts from initiation through to closure
- Meticulous organizational skills, including the ability to multi-task on several projects simultaneously
- Experience with implementing high-quality services that are cost-effective in underserved communities
- Demonstrated data management skills and experience with leading data collection and reporting
- Experience in performance-based contracting, sub-receipt monitoring, and DHHS Open Window
