Job Summary

We are seeking a highly skilled Mechanical Engineering Technician IV to join our team at Chenega MIOS SBU. As a key member of our engineering team, you will be responsible for providing construction quality assurance and project management labor support to various locations within the NAVFAC Washington Area of Responsibility.

Key Responsibilities
  • Develop and Execute Projects: Develop and execute projects with both Design-Bid-Build and Design-Build delivery methods.
  • Estimate Design/Construction Efforts: Estimate design/construction efforts scopes of work.
  • Address Contractor Submittals: Address contractor submittals and requests for information (RFIs).
  • Design and Technical Competence: Design and technical competence in developing and the production of complete Statements of Works, including drawings and specifications, for new and renovation projects.
  • Quality Assurance: Responsible for the professional quality, technical accuracy, and the coordination, including inter-discipline coordination, of all designs, drawings, specifications, and other services furnished by the contractor under this contract.
  • Team Collaboration: Function as a team member on assigned construction projects.
  • Site Representation: Represent the FEAD/ROICC at the construction site and monitor the construction Contractor Quality Control (CQC) to ensure they are achieving quality work.
  • Communication: Assist Construction Managers in the coordination and construction of projects. Attend and participate in all construction and CQC meetings.
  • Safety and Compliance: Monitor and notify the Project Superintendent or QC Manager and government staff immediately of safety violations. Notify the Government Construction Manager (CM), and the FEAD/ROICC if the contractor does not correct a hazardous working condition or a continuing safety issue in a timely or acceptable manner.
  • Reporting: Report all accidents immediately to the Construction Manager, FEAD/ROICC office, and Contracting Officers.
  • Quality Control: Review construction plans and specifications, notify CM and KO of any situation that may result in a construction contract dispute, modification, or require a stop work order to be issued to the construction contractor.
  • Investigation and Inspection: Investigate/inspect/perform Quality Assurance of the construction contract/CQC system and coordinate resolution of technical problems.
  • Documentation: Prepare an inspection report each day the site is visited, and QA activities are performed.
  • Performance Evaluation: Provide input to the CM concerning the construction contractor's performance at the end of the project in a written and signed report.
Requirements
  • Education: High school diploma or GED equivalent required.
  • Experience: 5+ years of specialized experience in mechanical and plumbing schematic design and design development, evaluation of new and existing commercial facilities, industrial, and health care facilities.
  • Skills: Possess intermediate computer skills in office automation software, like MS Office, and other types of office information database software.
  • Clearance: Secret clearance.
Knowledge, Skills, and Abilities
  • Construction Contract Requirements: Have a thorough knowledge of the construction contract requirements on each definable feature of work and recommend changes or corrective action, as necessary.
  • QC Inspection Tools: Thoroughly familiar with QC inspection tools, techniques, and methodologies.
  • Design and Technical Competence: Design and technical competence with developing and producing complete Statements of Works, including drawings and specifications for new and renovation projects.
  • Technical and Practical Knowledge: Extensive technical and practical knowledge and experience as a Mechanical Engineering Technician.
  • Construction Technology and Industry Practices: Knowledge of principles of construction technology and construction industry practices.
  • Codes and Industry Standards: Knowledge and experience with applicable Codes and Industry Standards.
  • EM and USACE Safety and Health Requirements Manual: Knowledge of EM, US Army Corps of Engineers (USACE), Safety and Health Requirements Manual.
  • Cost Estimation and Negotiation: Ability to prepare cost estimates and assist in negotiations of change orders when requested.
  • Communication: Ability to communicate effectively through oral and written presentations.
  • Measurement and Estimation: Ability to take measurements and estimate construction progress.
  • Plan Interpretation: Ability to interpret plans and specifications.
