Job Title: Staff Services Manager I (Specialist)

Job Summary:

The Staff Services Manager I (Specialist) serves as a legislative specialist in a challenging and highly-sensitive position for the Department of Health Care Access and Information (HCAI). The incumbent determines potential impact of legislation to HCAI programs, provides guidance to staff and executive management in the development of accurate and comprehensive analyses, produces position statements for the California Health and Human Services Agency (CHHSA) and other state departments, provides technical assistance to members of the Legislature, attends hearings and monitors daily legislative calendar relative to HCAI bills, manages assignments received from the CHHSA and the Governor's Office, facilitates and reviews draft policy and correspondence, and prepares responses to constituent inquiries for the HCAI Director's Office.

Key Responsibilities:

  • Determine potential impact of legislation to HCAI programs
  • Provide guidance to staff and executive management in the development of accurate and comprehensive analyses
  • Produce position statements for the California Health and Human Services Agency (CHHSA) and other state departments
  • Provide technical assistance to members of the Legislature
  • Attend hearings and monitor daily legislative calendar relative to HCAI bills
  • Manage assignments received from the CHHSA and the Governor's Office
  • Facilitate and review draft policy and correspondence
  • Prepare responses to constituent inquiries for the HCAI Director's Office

Working Conditions:

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.
