Distinguishing Features of Work
The City of Wichita's Office of Budget and Research is composed of a dedicated team of professionals who report to the Budget Officer. Budget Analysts collaborate with experienced staff to assemble the City’s financial plans and Capital Improvement Program (CIP), while also managing the organization-wide performance measurement initiative. The Budget Officer operates under the Director of Finance and maintains close ties with the City Manager's Office.
The primary responsibility of a Budget Analyst within the City of Wichita is to oversee and compile financial plans for designated departments. As a comprehensive municipality, Wichita offers a wide range of services, including utilities, transportation, public safety, recreational facilities, and administrative functions. This diversity provides ample opportunities to build relationships with departmental staff and gain a comprehensive understanding of local government operations.
The Office of Budget and Research is recognized as a leader in municipal budgeting, having received the Government Finance Officers Association Distinguished Budget Award for 35 consecutive years. Budget staff frequently engage in educational roles, serving as guest speakers and facilitators at various conventions and roundtables.
This office plays a crucial role in strategic planning and performance assessment across the organization. Budget Analysts are often tasked with researching policy alternatives and evaluating program effectiveness. Additional responsibilities may include compiling and reviewing the CIP, executing budget implementation projects, and gathering performance metrics.
Community engagement is increasingly emphasized in the City of Wichita's budgeting process, providing more avenues to utilize both traditional and digital media. Staff members present at District Advisory Board meetings and coordinate virtual town halls annually.
This position involves technical professional work focused on financial analysis and report preparation. Budget activities are assessed and monitored for departments with relatively straightforward budgets. Routine tasks are performed independently, with the potential for supervising special projects or assisting in larger initiatives under the guidance of senior staff. Work is directed and evaluated based on established goals and progress toward achieving them.
Workdays & Hours: Monday- Friday - 8:00am - 5:00pm

Examples of Work Performed
- Facilitates the annual budget preparation process by providing information and expertise to administrative staff of assigned departments.
- Composes sections of the annual budget.
- Monitors financial data submitted by assigned departments for accuracy, completeness, and quality control.
- Gathers and organizes information for administrative and procedural analysis.
- Supports community engagement efforts at traditional meetings and through social media.
- Develops segments of organizational financial reports that cover assigned departments.
- Formulates and presents financial recommendations.
- Conducts financial studies as assigned.
- May provide staff support to boards or committees as assigned.
- Completion of work assignments may require the operation of a vehicle.

- Ability to research, analyze, summarize, and report findings.
- Ability to communicate clearly and effectively, both orally and in writing.
- Knowledge of basic principles and practices of financial analysis and planning.
- Ability to develop and maintain effective working relationships with associates, employees of other Departments, and City officials.
- Ability to use a computer to access, interpret and record information, including in spreadsheet development, using basic mathematical and descriptive statistical operations.
- Some knowledge of an integrated financial system.
- May require ability to acquire and maintain a valid Kansas driver's license.
- An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
- Graduation from a four-year college with a major or minor in finance, business administration, or public administration.
- One year of work experience in budgeting, accounting, or financial administration.
- One year of experience in local government through an entry-level professional position or internship.
- Must be legally authorized to work in the United States without the need of a sponsorship.
- Successful attainment of passing scores on the pre-employment test.
- Master's degree in public administration, finance, or business administration.
- One year of experience in local government budgeting or financial administration.
- Advanced proficiency in financial management software and tools.
