Distinguishing Features of Work

The City of Wichita's Office of Budget and Research consists of a dedicated team of professionals reporting to the Budget Officer. Budget Analysts collaborate with experienced staff to develop the City’s financial plans and Capital Improvement Program (CIP), while also managing the organization-wide performance evaluation initiatives. The Budget Officer operates under the guidance of the Director of Finance and maintains close ties with the City Manager's Office.

The primary responsibility of a Budget Analyst within the City of Wichita is to oversee and compile financial plans for designated departments. As a comprehensive municipality, Wichita provides a range of services, including utilities, transportation, public safety, recreation, and various administrative functions. This role offers numerous opportunities to build collaborative relationships with departmental staff, enhancing knowledge of local government operations.

The Office of Budget and Research is recognized for its excellence in municipal budgeting, having received the Government Finance Officers Association Distinguished Budget Award for over three decades. Staff members are often invited to share their expertise as guest speakers, presenters at conventions, and facilitators at roundtable discussions.

This office plays a crucial role in strategic planning and performance assessment across the organization. Budget Analysts frequently engage in research and analysis of policy alternatives and program evaluations. Additional responsibilities may include compiling and reviewing the CIP, executing budget implementation projects, and gathering performance metrics.

Community engagement is increasingly prioritized in the City of Wichita's budgeting process, creating opportunities to utilize both traditional and digital media. Staff members present at District Advisory Board meetings and coordinate Social Media Town Halls annually.

This position involves technical professional work focused on financial analysis and report preparation. Budget activities are monitored for specific departments with relatively straightforward budgets. Routine tasks are performed independently, with the potential for supervising special projects or assisting in larger, more complex initiatives under the guidance of senior staff. Progress is directed and assessed through established goals.

Workdays & Hours: Monday- Friday - 8:00am - 5:00pm

Requirements of Work
  • Ability to research, analyze, summarize, and report findings.

Required Experience and Training
  • Graduation from a four-year college with a major or minor in finance, business administration, or public administration.
  • One year of work experience in budgeting, accounting, or financial administration.
  • One year of experience in local government through an entry-level professional position or internship.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
  • Successful attainment of passing scores on the pre-employment test.
Preferred Experience and Training
  • Master's degree in public administration, finance, or business administration.
  • One year of experience in local government budgeting or financial administration.
  • Advanced proficiency in financial management software and tools.
