Applicants must hold a valid license to practice psychology as issued by the Pennsylvania State Board of Psychology. If licensed in another state, obtaining a Pennsylvania license within one year is mandatory. A minimum of one year of experience as a Licensed Psychologist is essential.



Key Responsibilities:


The primary objective of this role is to deliver clinical oversight to front-line Master's level clinicians and manage the clinical operations of a Psychology Department within a State Correctional Institution.


Contribute to the formulation and execution of psychological services in accordance with DOC Policy and the Access to Mental Health Care Procedures Manual.


Independently select, administer, and interpret a variety of psychological assessments aimed at evaluating personality, intelligence, aptitude, and interests for purposes such as outside clearances, parole, reclassification, and commutation.

Ensure that all Psychological Services Associates and Specialists are proficient in IQ testing methodologies (e.g., BETA, WASI, Vineland). The LPM is accountable for approving all Psychological Assessments and Evaluations conducted by supervised staff.


The LPM may also diagnose Intellectual Disabilities, Autism Spectrum Disorder, and other neurodevelopmental conditions present in the patient demographic.


The LPM is tasked with conducting regular evaluations of all housing units where supervised clinicians provide psychological services.

The LPM(s) must actively participate in the monthly multidisciplinary quality improvement meetings at the SCI.


Responsibilities extend to the clinical and administrative oversight of Psychological Services Associates and Specialists within the Psychology Department.

This oversight encompasses training in interviewing techniques, psychometric assessment and interpretation, report generation, treatment methodologies for specific issues, group therapy skills, behavior modification strategies, and therapeutic community practices.

Additionally, supervision includes ensuring compliance with policy requirements and confirming that staff fulfill their obligations.

Examples of Duties Include:

Ensuring completion of required monthly contacts, Recovery Plans, facilitating mandated programming, and fulfilling all documentation necessary for patient interactions and evaluations.

The Licensed Psychologist Manager (LPM) is also responsible for overseeing the Sex Offender Treatment Program and conducting Psychological Evaluations.


The LPM will review daily documentation (Incident Reports, Medication Non-Compliance Lists, Mental Health Roster Changes, etc.) to ensure appropriate follow-up actions are taken.


Complete a supervision course of at least three hours as part of the 30 hours of training required bi-annually for licensure maintenance.

Supervise postdoctoral residents as they accumulate hours towards licensure as a Psychologist.


The Licensed Psychologist Manager is accountable for implementing new initiatives related to mental health service delivery and ensuring ongoing effectiveness and compliance.

They will also compile and submit weekly, monthly, quarterly, and annual reports and action plans for review by facility and Central Office personnel.

The Licensed Psychologist Manager will gather information for various audits, including ACA, OPS inspections, and Regional LPM Quarterly Audit Inspections.


In addition, the Licensed Psychologist Manager will chair the Psychiatric Review Team and coordinate psychiatric and psychological services for patients with mental health conditions in state correctional facilities.

Responsibilities include supervising the mental health tracking system in collaboration with the Mental Health Coordinator to ensure that all patients with mental health issues receive appropriate treatment.

Oversee the coordination of services for individuals sentenced as Guilty But Mentally Ill (GBMI), including conducting and/or supervising the mental health commitment process as per the Mental Health Procedures Act. Ensure that tracking and aftercare treatment protocols are followed for patients returning from mental health facilities.

The Licensed Psychologist Manager will also chair Clinical Review meetings for patients who have engaged in self-harm or have died by suicide, submitting detailed reports on the findings.


Additionally, the Licensed Psychologist Manager will provide clinical supervision for individual and group therapy sessions and oversee clinical therapeutic programs as deemed necessary.


Monitor the placement of patients in observation cells who may pose a risk to themselves or others and consult with psychiatrists regarding treatment strategies.

Supervision and guidance for the Licensed Psychologist Manager will be provided by the Deputy Superintendent for Centralized Services. Effective communication, both verbal and written, is essential.
