Job Overview

SUMMARY: This role is essential for overseeing the daily financial operations within the Children and Family Services (CFS) division. The incumbent will support the administration in the development and execution of policies and procedures for all programs managed by CFS, including IV-E, IV-B, and ICWA.


KEY RESPONSIBILITIES:

  • Manage billing processes, foster care payments, invoice creation, payment tracking, distribution of foster care checks, and maintaining a continuous balance for the CFS division.
  • Receive and validate invoices, requisitions, and purchase orders.
  • Organize invoices for data entry by categorizing and assigning them by account code.
  • Input and upload invoices into the financial system.
  • Process requisitions and purchase orders efficiently.
  • Prepare and issue accurate and timely payments.
  • Generate accounts receivable reports and maintain accounts payable documentation.
  • Maintain a cuff account along with supporting documentation.
  • Handle processing of assistance requests from applicable grants.
  • Oversee monthly operational payments for CFS, including utilities, communication services, and lease agreements.
  • Access the NFOCUS system to verify the accuracy and legitimacy of submitted foster care payments.
  • Report bi-weekly to the Director and Deputy regarding expenditures and deposits.
  • Collaborate closely with the tribal finance department and Grant Administrators on financial reporting for all grants under the CFS division.
  • Work with the service coordinator and Director to assess eligibility and finalize applications.
  • Maintain professional relationships with State and Federal representatives to ensure compliance with regulations and adaptation to new policies and procedures.
  • Perform additional duties as assigned.

EDUCATION and EXPERIENCE:

  • Preferred Bachelor's Degree in Social Work, Counseling, Public Administration, or Finance, or a minimum of two years' experience in any of the aforementioned fields, or an Associate's Degree in any of these areas.

CERTIFICATIONS and LICENSES:

  • Must successfully pass a background check and pre-employment drug screening.
  • Valid Driver's License and eligibility for insurability under Tribal insurance.
  • Must pass a Nebraska Child Abuse & Neglect Central Registry and Nebraska APS check.
  • Compliance with the Omaha Tribe's Drug-Free Policy is required.

KNOWLEDGE, SKILLS, and ABILITIES:

  • Familiarity with community resources for client referrals.
  • Proficient understanding of the NFOCUS system.
  • Basic knowledge of Omaha culture.
  • Experience in accounting and/or finance.
  • General understanding of Children and Family Services practices.
  • Awareness of Title-IV-E of the Social Security Act.
